    Superintending Engineer (Civil/Structural)

    Duties and Responsibilities

    • Detailing and site supervision of structures in various materials and forms of construction;
    • Liaison with Architects, and other Departments on project development; c
    • Checking and monitoring projects designed by consulting engineers;
    • Direct and control of engineers and Structural Assistants working in the specific project;
    • Design, detailing, site supervision and maintenance of the sewerage drainage, roads and paved areas pertaining to public buildings and checking and monitoring projects designed by consultants.
    • Supervision of structural, civil and marine works prepared by the Department and consulting engineers;
    • Enforcement of specifications, compliance with engineers’ drawings, conditions of contract, quality control, approval and measurement of completed works, progress reports
    • Guidance of County/Sub-County Structural Engineers on all technical aspects of the work;
    • Supervision and control of applied research projects pertaining to structural materials, foundations, structural elements, and constructional techniques, and building technology.

    Requirements for Appointment

    For appointment to this grade, an officer must have: –

    • A Bachelor’s Degree in Civil Engineering or its equivalent from a recognized Institution;
    • Registered with the Engineers Registration Board of Kenya (ERB);
    • Served in the grade of Engineer I or comparable and relevant position for at least three (3) years;
    • Current valid annual Practicing license from the Engineers Registration Board of Kenya;
    • Corporate membership with the Institution of Engineers of Kenya (IEK);
    • Demonstrated general administrative ability required for direction, control and implementation of structural programmes including supervision of professional and technical staff.

    Terms of Service: Permanent and Pensionable.

    Chief Physical Planning Officer

    Duties and responsibilities
    Duties and responsibilities will entail: -

    • Initiating, preparing and monitoring the implementation of county and local physical development plans;
    • Preparing action plans for specific projects such as residential housing schemes, shopping centers, industrial estates and recreational facilities;
    • Providing advice to government and private agencies on development proposals and plans; implementing and providing feedback on physical planning guidelines and standards;
    • Undertaking thematic regional studies on matters relating to physical planning;
    • Managing physical planning data;
    • Setting agenda and convening physical planning liaison committee meetings;
    • Keeping records of deliberations and communicating decisions of the physical planning liaison committee;
    • Providing advice on development control;
    • Carrying out public education on physical planning matters; and
    • Preparing annual state of physical planning reports on county and local physical development plans.

    Requirements for Appointment
    For appointment to this grade, an officer must: -

    • Have a Bachelor’s degree in any of the following disciplines: - Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution;
    • Be registered by the Planners Registration Board;
    • Should have served in the grade of Senior physical planner for a minimum period of three (3) years;
    • Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);
    • Have a certificate in computer application skills from a recognized institution.

    Terms of Service: Permanent and Pensionable.

    Municipal Manager

    Duties and Responsibilities
    The Municipal Manager shall be answerable to the Municipal Board. Duties and responsibilities will include:

    • Implementing the decisions and functions of the board;
    • Overseeing the affairs of the municipality;
    • Developing and adopting policies, plans, strategies and programmes;
    • Formulating and implementing an integrated development plan;
    • Maintaining a comprehensive database and information system of the Administration and providing public access thereto upon payment of a nominal fee to be determined by the board;
    • Ensuring preparation and submission of the municipal annual budget estimates to the relevant County Treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriation Bill;
    • Establish, implement and monitor performance management systems; and
    • Perform such other functions as may be delegated by the municipal board.

    Requirements for Appointment
    For appointment, the applicant must;

    • Be a holder of at least a first degree from a university recognized in Kenya;
    • Working experience of not less than five (5) years in administration or management either in the public or private sector; and
    • Meet the requirements of Chapter (6) six of the Constitution of Kenya, specifically applicants must provide;
      • A valid tax Compliance Certificate from the Kenya Revenue Authority (KRA);
      • A valid Certificate of Good Conduct from the Directorate of Criminal Investigation (DCI);
      • A valid Clearance Certificate from the Higher Education Loans Board (HELB); and
      • A valid Clearance Certificate from an approved Credit Reference Bureau (CRB).
    • Terms of Service: Five (5) Year Contract.
