    Senior Assistant Director, Human Resource Management

    REQUIREMENTS FOR APPOINTMENT
    For appointment to this grade, a candidate must have:

    • Served at the level of Assistant Director, Human Resource Management or a comparable and relevant position in the Public Service or Private Sector for a minimum period of two years;
    • Bachelor's degree in Sociology, Public/Business Administration Human Resource Management/Staff Management or any other relevant qualification from a recognized institution;
    • post graduate diploma in Staff/Human Resource Management or its equivalent from a recognized institution;
    • Master's degree in Human Resource/Staff Management, Business Administration, public Administration or their equivalent qualifications from a recognized institution;

    DUTIES AND RESPONSIBILITIES
    An officer at this level will be responsible directly to the Director of Public Prosecutions professionally and administratively to the Deputy Director of Central Facilitation Services Specifically, duties and responsibilities will include:

    • Coordinating development, implementation and monitoring of the human resource management strategies derived from the ODPP strategic plan;.
    • Developing, implementing and monitoring of the divisional work plan and budget;
    • Coordinating recruitment and deplol, nent of staff to facilitate optimum staffing for effective service delivery;
    • Coordinating employee satisfaction survey to identify issues affecting staff and develop strategies to address them;
    • Coordinating declaration of income assets and liabilities to ensure compliance with the Public Service Code of Conduct and Ethics'
    • Providing professional advice on human resource management policies, guidelines, procedures and human resource practices on recruitment, selection, career development, discipline, benefits and compensation;
    • Monitoring and evaluating the effectiveness of human resource management policies, guidelines, procedures and standards to inform timely review;
    • Coordinating the development and implementation of Personnel Emolument budget for staff of ODPP and ensure prudent utilization of resources;
    • Coordinating research on Human resource practices in order to inform decision on human resource matters;
    • Supervising implementation of performance management system in the division;
    • Coordinating proper maintenance and security of human resource records, to ensure full compliance with the Emplolrnent Act 2oo7 on records management and to support the availability of staff information that is critical in the management of human resources;
    • Coordinating compliance with principles and values of good governance, transparency, accountability, ethics and integrity in compliance with the Constitution;
    • Mentoring and coaching staff in the division to enhance organizational performance and succession management;

    Assistant Director Information Communication Technology

    Requirement for Appointment 
    For appointment to this grade, a candidate must have:

    • Experience in IT field for more than thirteen (13) years having served in the grade of Senior Principal, Information Communication Technology Officer DPP 5 or in a comparable and relevant position in the Public Service/Private Sector for a minimum period of two (2) years;
    • Bachelor's degree in computer science or any other Information Communication Technology related discipline from a recognized institution;

    DUTIES AND RESPONSIBILITIES
    The ADICT will be responsible to the Senior Assistant Director, Information Communication Technology for assigned ICT function. Specifically, duties and responsibilities will include:

    • Implementing the ODPP's ICT strategy to ensure that the long- and short-term ICT plans are aligned to the overall ODPP strategy;
    • Implementing and monitoring ODPP ICT Work Plans, Policies, standard operating procedures and best practices to provide guidance to users;
    • Coordinating maintenance of computerized prosecution processes, case management system, network Infrastructure administration and upgrading of network systems and desktop environment;
    • Supervising compliance with all regulations, procedures, policies and quality standards in the delivery of services;
    • Implementing ICT based delivery of prosecution services to all Kenyans, which include but not limited to the Uadilifu Case Management System, digital tracking of documents, Virtual Court sessions (virtual meetings) and document management systems;
    • Implementing the Divisional budget and Procurement Plans;
    • Implementing the ICT disaster management strategies to ensure the ODPP network systems, physical environment, data and users are protected against cybercrime, risk exposure, unauthorized access and data loss in line with Kenya Information and Communication Act and Kenya Cyber Security and Protection Bill;
    • Implementing the ICT risk management framework that supports the management of ICT related risks at ODPP for the integrity and confidentiality of information at ODPP;
    • Preparing ICT user training programs and materials in liaison with the ODPP

    Duties & Responsibilities

    Prosecution Counsel II - 86 Posts

     Qualifications

    • Postgraduate Diploma

    For appointment to this grade, a candidate must have:

    Supply Chain Management Officer II - 2 Posts

     Qualifications

    • Bachelors Degree

    For appointment to this grade, a candidate must have: -

    • Bachelor’s degree in any of the following disciplines: - Business Administration (Supplies Chain Option), Commerce, Accounts, Finance, Marketing, Economics, Statistics, Procurement and Supplies Management, Law or any other relevant field from a recognized institution;

    • Providing secretariat services to opening, evaluation, inspection and acceptance, negotiation and disposal Committees in all procurement proceedings for ODPP’s value for money as required by the PPADA, 2015 and PPADR, 2020 and other directives;
    • Collecting, collating and analyzing of data from the internal and external stakeholders and make appropriate recommendations thereof;
    • Receiving and taking charge of inventory, stores and assets;
    • Receiving the approved stores requisition, issue stores based on first in first out (FIFO);

    • Carrying out stock checking, stock verification and undertaking quarterly/annual inventory stock taking and reconciliation exercise;

    Senior Principal Prosecution Counsel - 5 Posts

     Qualifications

    • Bachelors Degree

    For appointment to this grade, a candidate must have:

    • A cumulative number of Ten (10) years relevant experience from the date of admission as an Advocate of the High Court of Kenya;
    • Served for at least two (2) years at the level of Principal Prosecution Counsel DPP 6/JG’N’;

    • Making critical Decision to Charge or not to charge in complex cases and give directions on investigation files;
    • Undertaking criminal prosecutions in a timely manner to ensure justice is served;
    • Studying and evaluating case files presented and decide on whether to prosecute;
    • Sustaining stakeholder engagements to promote and strengthen collaborative and symbiotic partnerships and networks;
    • Coordinating stakeholder consultation in the delivery of public prosecution services;
    • Supervision of officers reporting to them for performance management for efficiency in service delivery

     Qualifications

    • KCSE Certificate

    For appointment to this grade, a candidate must have: -

    • Kenya Certificate of Secondary Education (KCSE) grade C Plain;

    Principal Office Administrator - 2 Posts

     Qualifications

    • Bachelors Degree

    For appointment to this grade, a candidate must have:

    • Served in the grade of Executive Secretary/Senior Office Administrator DPP 7 or in a comparable and relevant position in the wider Public Service;
    • Bachelor’s Degree in Secretarial Studies/Social Science/Business Office Management or its equivalent from a recognized institution;

    • An officer at this level may be deployed to work at any of the Departments at the Headquarters under the guidance of a senior officer. Specifically, duties and responsibilities will include:
    • Coordinating the implementation of office administrative service cadre policies, procedures in consultation with ODPP Management;
    • Receiving, recording and dispatching confidential mails and files received from investigative agencies and administration departments;
    • Coordination of schedule of meetings in the office to enhance efficiency in service delivery

    Principal Public Communication Officer

     Qualifications

    • Bachelors Degree

    For appointment to this grade, a candidate must have:

    • Served in the grade of Senior Public Communications Officer or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of two (2) years;
    • A Bachelor’s degree in any of the following disciplines: Mass Communication, Communication Studies, Journalism, Public Relations, social sciences or its equivalent qualification from a recognized institution;
    • Post Graduate Diploma in Public Relations/Journalism/Mass Communication from a recognized institution in case of a general degree;
    • Membership to Public Relations Society of Kenya or any other relevant professional body with good standing; and

    • NOTE: Possession of a Senior Management Course lasting not less than four (4) weeks from a recognized institution will be an added advantage.

     Duties & Responsibilities

    • The Principal Public Communication Officer will be responsible to the Senior Assistant Director, Public Communications.

    The specific duties and responsibilities will include:

    • acilitating the development, implementation and review of Public Communication policies, standards, systems, strategies and procedures for the Office;
    • Monitoring effectiveness of Public Communication policies, guidelines, procedures and standards;
    • Implementing the divisional annual work plan;

    • Branding of ODPP events in order to enhance visibility of the organization;

    • Identifying events where the ODPP policies, programmes and projects can be propagated and promoted;
    • Producing documentaries, bulletins and newsletters to sensitize, inform and educate stakeholders and the public on the ODPP mandate; and
    • Identifying and reporting on various public communication issues in ODPP and developing of appropriate interventions in order to inform decision.

    Principal Prosecution Counsel - 5 Posts

     Qualifications

    • Postgraduate Diploma
    • For appointment to this grade, a candidate must have:
    •  A cumulative number of seven (7) years relevant experience from the date of admission as an Advocate of the High Court of Kenya; (ii) Served for at least two (2) years at the level of Senior Prosecution Counsel DPP 7;
    • Bachelor of Laws (LLB) degree from a recognized university;
    • Postgraduate Diploma in Legal Studies from the Council of Legal Education;

    • Undertaking, taking over or discontinue prosecutions on assigned cases;
    • Implementation of prosecutorial policies and guidelines to ensure quality service delivery;
    • Implementation of individual work plans to ensure that the activities are directed towards achievement of the strategic plan;
    • Complying with the principles of National values and principles of Good Governance, Human Rights and transparency in order to gain the trust of stakeholders;
    • Preparing court documents and argue applications and petitions;
    • To lodge and prosecute appeals;
    • Maintaining a record of data and prepare reports on all the matters attended to;
    • Preparing briefs on different legal cases as assigned in a manner that meets the legal quality standards set;
    • Preparing legal instruments and opinions in line with the mandate of the Office and the ODPP strategic plan;
    • Analysing investigation files for sufficiency of evidence and advise on whether to or not to charge; and
    • To undertake research on assigned legal issues and compile reports on findings to ensure that quality standards are upheld in the delivery of prosecution services.
