    Supervisory Public Health Specialist (Western Kenya) Dep. Branch Chief - In-house Applicants only

    Job Overview

    • The job holder serves as a Supervisory Public Health Specialist (PHS) Deputy Branch Chief supporting Division of Global HIV and Tuberculosis (DGHT)/President's Emergency Plan for AIDS Relief (PEPFAR) activities and is responsible for planning, formulating, analyzing, evaluating, and implementing policies for CDC’s public health programs. Develops, oversees, coordinates, and manages new initiatives, special activities, and programs impacting various international public health activities, such as prevention, counseling and testing, and care and treatment.
    • Job holder works closely with partners within area of responsibility to support CDC’s public health programs, monitoring, evaluating and in some cases adapting existing or new innovative strategies to specific situations to ensure that program objectives are met. This leadership role requires extensive knowledge of a wide range of community and clinical interventions related to Western Kenya programs.
    • Job holder plays an essential role in developing annual program strategies, activities, work plans, budgets, and monitoring plans (e.g., the Country Operational Plan (COP/Annual Work Plans) and drafts regular progress reports related to program activities. Job holder is an FSN Direct-Hire appointed to perform inherently governmental duties, such as supervision of USDHs and serving in a Project Officer capacity.

    Qualifications and Evaluations

    EXPERIENCE:  

    • Five years of mid-to-senior level public health experience in developing, implementing, and evaluating public health programs or other relevant public health programs that involve coordination with an international agency or IP is required.
    • An additional one-year managerial experience managing human and financial resources of international projects or programs is required.

    JOB KNOWLEDGE:  

    • Comprehensive knowledge of current public health issues, disease detection, prevention and treatment activities, community engagement, behavior change, especially in the international public health setting, is required. In-depth knowledge of the range of programs, policies, regulations, and precedents applicable to development and administration of national and international public health program is required. 
    • Detailed knowledge of the host government health care system and structures (including familiarity with Ministry of Health (MoH) policies, program priorities, and regulations) is required.
    • Good working knowledge of team management techniques to plan, organize, and direct multi-disciplinary project teams and activities is required. Must be conversant with survey design and questionnaire development and with data management programs.

    Education Requirements:

    • Doctoral level (terminal) degree, Doctor of Public Health DrPH), Doctor of Medicine (MD) or host country equivalent degree in medicine, public health, health policy, or epidemiology is required.

    Information Management Assistant - USEFMs Only

     MAJOR DUTIES AND RESPONSIBILITIES

    70% of Time

    • Provides Tier I and II support for OpenNet and ClassNet users as assigned.  Provides application support including for the State Archiving and Message Retrieval Toolset (SMART).  Assists with network operations and management, circuit management and troubleshooting, desktop and peripheral troubleshooting and support, C-PKI card management, account management, backup and recovery management, help-desk support, deployment of new computers and peripherals, and all components of IT assurance and security management.  The IMA is required to serve on the IRM Duty Roster, meaning that the incumbent will be on-call to provide emergency after hours support and assistance on a rotational basis.  The IMA will follow the IRM duty SOPs and will come in as needed to troubleshoot critical problems, retrieve high-precedence telegrams, and to provide other assistance as directed.

    10% OF TIME  

    • Provides support for mobile device management and troubleshooting.  Assists with managing and maintaining inventory controls as needed.  Works with ISC team to ensure that devices are updated and capable to meet user needs.

    10% OF TIME         

    • Provides assistance with managing and maintaining the telephone and radio programs as needed.  Ensures that user requests are answered and that services are functioning.  Assists with managing and maintaining inventory controls as needed.  Escorts outside technicians into the demarcation point or telephone frame room as needed.

    • Administers and maintains IT inventory and ITCOM inventory.  Ensures proper receiving, transferring and disposal procedures are followed.  Assists the primary inventory clerk with annual inventory requirements. Contributes to office knowledgebase and performs other duties as assigned.

     EXPERIENCE:  

    • Two years of office management or technical experience is required.  Work related experience should demonstrate a high level of organizational skills, ability to adhere to regulations, aptitude for paying attention to detail, and use of IT software and equipment.

    Welder/Locksmith

    Duties

    • Incumbent works under the direct supervision and guidance of the Maintenance Supervisor
    • The incumbent is employed as a journeyman level Welder/Locksmith to carry out standard welding repairs/fabrications, and repair/installations of Locks throughout the New Embassy Compound (NEC) functional/office buildings, on-compound ancillary support and residential buildings, recreational facilities, and other owned/leased properties. 

    Requirements:

    • All selected candidates must be able to obtain and hold a: Kenya Police Clearance Certificate 
    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  
    • Selected candidate must be able to begin working within a reasonable period of time [4 weeks] upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Education Requirements:

    • Completion of secondary school is required. Completion of vocational training program from an accredited institute recognized as producing journeyman level licensed pipe fitter or welder and locksmith trade, trained in the maintenance of commercial or industrial buildings/facilities is required.
