Director, Labour Migration - 2 Posts at Public Service Commission Kenya (PSCK)

For appointment to this grade candidate must:-

• Have served for a minimum period of ten (10) years three (3) of which should be in the grade of Assistant Director, CSG 7 and above or in a comparable and relevant position in the public service or private sector;
• Have a Bachelors degree in any of the following disciplines: - Human Resource Management/ and Development, Law, Business Administration. Economics, Sociology, Psychology, Anthropology, Statistics; Labour Relations or Industrial Relations from a university recognized in Kenya;
• Have a Masters Degree in any of the following disciplines Human Resource Management/ and Development, Law, Business Administration, Economics, Sociology, Psychology, Anthropology, Statistics; Labour Relations or Industrial Relations from a university recognized in Kenya. 
• A certificate or Diploma in Labour Migration from a recognized institution will be an added advantage;
• Be conversant with Labour Administration, Labour Laws, International Labour Organization and International Organization of Migration instruments, and the ability to integrate them to BETA Priority Projects;
• Demonstrate general administrative ability required for Direction, Control and Implementation of Labour Migration Management Programs and Projects; 
• Demonstrate a thorough understanding of National Goals, Policies and Development and the ability to translate them into Labour Migration Management Programs; and
• Have a clear understanding of Employment Policy, Kenya Migration Policy and other key Policies, Objectives and Strategies.

Duties and responsibilities

Duties and responsibilities at this level will entail: -

• Spearheading the Development of legal and institutional framework to promote Cooperation and Partnership on Labour Migration Management;
• Spearheading the Coordination of all the actors in Labour Migration Management;
• Spearheading the analysis of Labour migration trends and outcomes internationally, regionally and locally;
• Overseeing Collection, Analysis and Storage of Data on Labour Migration and Labour Migrants;
• Spearheading the implementation of National Labour Migration Management Policies and related Programmes; 
• Providing technical advice to the Government, Workers and Employers Organizations and other Stakeholders on all Labour Migration Management matters; 
• Ensure the development of programmes for integration of migrant workers;
• Spearheading research and dissemination of information on Labour Migration Management;
• Overseeing the promotion of fundamental principles and rights at work for Migrant workers;
• Spearheading the Monitoring of Labour Immigration and Migration trends and related issues;
• Spearheading implementation of Ratified International Labour Conventions and recommendations and related matters;
• Overseeing the Management and Promotion of safe and orderly Migration; and
• Spearhead the resolution of complaints from Migrant workers or/and Next of Kin.
