    Program Accountant

    Job summary

    The program accountant will support the implementation of the CDC Funded Migori CHMT TUKICHEKI Program; He/ She will be responsible for the day-to-day finance operations such (petty cash, carrying out banking activities, processing tax exemptions for assets based on USG/CDC requirements and preparation of reports) of the program as well as working closely, with the Business official and programs team. In addition, the incumbent will be involved in financial planning as the focal point for budget costing and allocation of expenses. He/ She will implement and monitor internal control processes to safeguard equipment and other assets procured under the contract in compliance with Migori county government, Government of Kenya (GOK and US CDC procedures, rules, and regulations.

    Job Description

    • Establish and maintain sound and transparent accounting and fiscal control procedures for financial management that are in compliance with Migori county government, Government of Kenya (GOK) and US CDC procedures, rules, and regulations.
    • Support the project’s budgeting system at all stages from program design, planning implementation and monitoring.
    • Develop activity budgets for planned activities and monitoring of expenditure against the budget.
    • Record all financial transactions and ensure monthly transactions are entered in the general ledger accurately and on timely basis.
    • Ensure proper accounting of all project transactions using approved accounting system and in line
    • with Migori county and CDC/PEPFAR requirements
    • Manage banking operations and reconciliations
    • Develop, analyse and monitor program budgets, track obligations and expenditures against program budget allocations, while maximizing savings and investments of funds
    • Regularly advise and update program teams and leadership on financial procedures, rules, and related matters.
    • Prepare and submit annual, quarterly and any ad hoc financial reports to CDC/PEPFAR including presentation to management and the board indicating performance, trends, and projections
    • Prepare and maintain filing system for financial documents in readiness for audits or tax reporting purposes and participate in financial audits
    • Liaise with internal audit and external auditors in the review of project financial management and development of strategies to reduce financial risk
    • Prepare financial reports, monthly analyses of nominal ledger accounts and bank statements reconciliation.
    • Timely payments of program activities and ensuring completeness, accuracy, and approvals as per Migori county government, Government of Kenya (GOK) and US CDC procedures, rules, and regulations.
    • Review and ensure proper filing of financial reports to the relevant authorities
    • Maintain an accurate filing of payment vouchers and other financial documents by keeping accurate financial records
    • Manage verification and liquidation of all project advances and reviewing travel expense reports.
    • Audit travel vouchers and reconcile travel advances.
    • Ensuring disclosure of all VAT payments in the books for exemption purposes
    • Petty cash management: cash custodian, proper recording, reconciliations and posting of petty cash expenses.
    • Support in payroll management by filling all the statutory returns and making payments for all payroll deductions on or before the 5th of every following month.
    • Application of effective internal controls and bank policies.
    • Preparation of audit schedules and support audit process
    • Preparation, updating and maintaining assets register
    • Participate in relevant meetings with CDC and other stakeholders
    • Any other program tasks and duties as may be assigned by the Principal Investigator

    Required qualification

    • A Bachelor’s degree in Finance/Accounting/Business Administration
    • CPA Part K and registered Member of ICPAK
    • At least 5 years of relevant professional experience.
    • Experience in project accounting and auditing in a donor-funded development projects is required.
    • Good knowledge of and experience with county government and USG rules and regulations is an added advantage
    • Strong computer skills in accounting software, Microsoft office application including Word, Excel, Power Point
    • Good interpersonal and organizational skills with ability to efficiently take up multiple tasks under
    • pressure and tight deadlines.
    • Must be a self-motivated, diligent, and reliable person who can work with minimal supervision.
    • Good communication skills, written and verbal, in English and Kiswahili languages
