    Supply Chain Officer

    Responsibilities: 

    Baseline development

    • Support the SCM component of the organizational capacity assessment (OCA), identifying capacity gaps

    Capacity Development

    • Work in partnership with the county government to create a capacity development plan to improve SCM performance

    Technical Support

    Provide technical assistance, training and mentorship on specific technical areas, such as:

    • Quantification and supply planning, inventory management and stocking according to established stock control parameters
    • Development, utilisation and scale up of inventory management tools, leveraging existing electronic systems as far as possible
    • Quality assurance of Family Planning/ Reproductive Maternal, Newborn, Child and Adolescent Health  (FP/RH/MNCH) commodities at county level, good storage practices and patient/client safety

     

    Person specification: 
    • The candidate will hold at minimum a bachelor’s degree or a professional certification in Supply Chain Management, Business Management or related field
    • The candidate will have at least three years demonstrated experience at mid-level in operational set-up designing and managing supply chain systems preferably in the health sector in Kenya.
    • The candidate will have demonstrated ability to work effectively with all kind of stakeholders: government representatives, local community organisations, for-profit private sectors entities, especial in building capacity in HRH. Demonstrateble experience working with government or donor-funded programs will be an advantage
    • The candidate will be fluent in English and Swahili.
    • A practical knowledge of the Turkana and/or Samburu context would be an added advantage

    FP/RMNCAH Advisor

    Responsibilities: 

    Main Duties

    • Provide technical guidance, advice and support to project counterparts to effectively implement activities across a broad range of service delivery areas, including: quality improvement of FP/RMNCAH, MPDSR, maternity care, treatment and management of STIs, Family Planning, Nutrition and Wash
    • Promote the development of health workers and management staff capacity
    • Effective implementation and delivery of activities
    • Supervise RMNCAH Officers, and source and manage short-term consultants
    Person specification: 
    • The candidate will hold at minimum a bachelor’s degree in a clinical field. S/he will have proven senior experience in implementing complex RMNCAH programs, preferably in Kenya.
    • The candidate will have experience in managing donor-funded programs and demonstrated ability to work effectively with all kind of stakeholders: government representatives, local community organisations, for-profit private sectors entities
    • The candidate will be fluent in English and Swahili.
    • A practical knowledge of the Turkana context would be an added advantage

    FP/RMNCAH Officer

    Responsibilities: 

    Technical Inputs

    Provide technical guidance, advice and support to project counterparts to effectively implement activities across a broad range of service delivery areas, including:

    • Quality improvement along FP/RMNCAH continuum of care
    • Maternal and Perinatal Death Surveillance and Response (MPDSR)
    • Respectful maternity care
    • High impact and locally appropriate interventions, such as KMC, birthing cushions, youth friendly services, post-abortion care
    • Treatment and management of STIs including HIV (eMTCT)
    • Integrated management of childhood illnesses (IMCI)
    • Improved inter-facility referral
    • Improved blood availability 
    • Family planning service delivery including long-term methods (through static clinics and outreach)
    • Nutrition and Water, Sanitation and Hygiene (WASH)
    • Work with hard-to-reach or marginalised communities

    Capacity Development

    • Promote the development of health workers and management staff capacity in the above areas through a broad range of approaches such as curriculum development and training, one-on-one mentorship and on-the-job training, supportive supervision, etc.
    Person specification: 
    • The candidate will hold at minimum a bachelor’s degree in a clinical field. S/he will have proven RMNCAH clinical experience, preferably in Kenya.
    • The candidate will have at least 3 years demonstrated clinical or health management experience in FP/RMNCAH service delivery.
    • The candidate will have demonstrated experience working with ‘hard to reach’/ marginalised groups

    HMIS & Data Use Officer

    The Health Management Information System (HMIS) & Data Use Officer will provide technical assistance to the county government to strengthen quality and routine use of Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) data, with a focus on government systems. The purpose of the role is to promote the use of data driven decision making at all levels, to improve RMNCAH outcomes.
    Responsibilities: 

    Baseline development

    • Support the HMIS component of the organizational capacity assessment (OCA) and identifying capacity gaps

    Capacity Development

    • Work in partnership with the county government to create a capacity development plan to improve HMIS performance

    Technical Support

    Provide technical assistance, training and mentorship on specific technical areas, such as:

    • Coordination of M&E activities through a functioning TWG, and improved M&E planning through the development of a county M&E framework
    • Quarterly data quality assessments
    • Capacity building of HMIS mentors
    • Availability and utilization of new MOH data collection tools
    • Regular data use forums and other data use mechanisms (e.g. dashboards, scorecards, talking walls, etc.)
    Person specification: 
    • The candidate will hold at minimum a bachelor’s degree in Statistics, Health Information Systems, Social Sciences, Demography, Nursing, Public Health or related field
    • The candidate will have at least 3 years demonstrated experience at mid-level in operational set-up improving data quality and utilisation, preferably in the health sector in Kenya
    • The candidate will have demonstrated ability to work effectively with all kind of stakeholders: government representatives, local community organisations, for-profit private sectors entities, especial in building capacity in HMIS
    • The candidate will be highly proficient in Microsoft Excel
    • The candidate will be fluent in English and Swahili.

    HRH Officer

    The Human Resources for Health (HRH) Officer will provide technical assistance to the county governments of Turkana and Samburu to strengthen county, sub-county and facility level HRH priorities, resulting in improved workforce availability, distribution, capacity, and retention.
    Responsibilities: 

    Baseline Development

    • Support the HRH component of the organizational capacity assessment (OCA), identifying capacity gaps

    Capacity Development

    • Work in partnership with the county governments to create a capacity development plan to improve HRH performance

    Strategy Development, Training and mentorship

    • Liaise with and leverage HRH support for the counties from existing and/or planned donor funded HRH projects (e.g. USAID national mechanisms)

    • HRH leadership at county level through a functional HRH TWG
    • HRH strategy development
    • HRH mapping
    • HRH database development and use
    Person specification:

    Finance and Administration Officer

    The Finance and Administration Officer will be responsible for all day-to-day accounting and financial operations and administration functions of the office. S/he will participate in project discussion and planning and work closely with the Options Finance Manager to ensure smooth running of the finance system and compliance with all Options Kenya internal policies and USAID policies.
    Responsibilities: 

    Finance

    • Manage all cash transactions including: issue, track and clear operational and travel advances, daily payments of approved transactions
    • Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment
    • Input data into the accounting system, ensuring accuracy in coding and description
    • Maintain financial databases and ensure timely payments
    • Ensure compliance with USAID and Options Kenya regulations and policies on all financial, administrative, and procurement activities
    • Undertake weekly/monthly cash counts and reconciliations and monthly bank reconciliations,
    • Undertake processing and payments of project activities through the M-Pesa platform
    • Prepare and submit monthly cash forecast and funds requests,
    • Produce monthly financial, Budget vs Actual and variance analysis reports
    • Provide financial support to Options project team members (i.e. funds disbursement during trainings and budgeting for work planning)
    • Support all internal and external audit requirements in liaison with the senior staff
    • Support statutory returns filing on a monthly basis i.e. PAYE, NSSF, NHIF and Pension

    Administration

    • Produce and maintain an Asset Register and ensure compliance by USAID regulations
    • Maintain a project Risk and Issue Register and share with the Options Program Manager
    • Ensure accuracy, completeness and timely submission of Options staff time sheets
    • Set-up and maintain personnel files for all Options staff using the Options Kenya Human Recourses Handbook
    • Support Options staff with all administration tasks
    • Support proper orientation, on-boarding and supervision of Staff members as required

    Logistics

    • Assist with preparation and logistical support for workshops, meetings and seminars
    • Support Options staff and consultants with all travel arrangements
    • Comply with Amref, Options Kenya and USAID safety procedures at all times, and contribute to building a strong culture of staff safety
    Person specification: 
    • The candidate will hold at minimum CPA 2(Section 4) qualification in accounting and a bachelor’s degree in finance and/or accounting
    • The candidate will have at least 3 years of NGO experience in a similar role
    • The candidate will have demonstrated strong finance and accounting skills, including experience with QuickBooks. You will have good experience and knowledge of USAID-funded projects
    • The candidate will have strong multi-tasking, inter-personal, and Microsoft Office suite skills ( advanced in Excel)
    • The candidate will be fluent in English and Swahili.
    • A practical knowledge of the Turkana and/or Samburu context would be an added advantage
