    Technical Advisor- Partnerships, Advocacy, and Systems Strengthening

    Specific Responsibilities:

    • Provide technical leadership for the project support to health financing and implementation reform including the development and implementation of policies to optimize resource allocation and ensure equitable access to quality HIV care and treatment services.
    • Provide overall guidance and leadership support for SS interventions, including leadership and management capacity, human resources for health, and budgeting/finance, advocacy for co-financing; partnerships with SS partners, and the local development organizations that encompass the CSOs.
    • Develop and implement a robust SS plan at the two directorates for the transition of HIV and OVC services by guiding the process of identifying key performance parameters with clear milestones to track the transition process and objectives outlined in the project’s proposal toward sustainability.
    • Strengthen strategic planning at the county level by supporting the development and implementation of the health and social components of the mid-term expenditure frameworks, five-year strategic plan, sector working groups, and the annual operation plan.
    • Conduct health financing analyses and assessments to identify opportunities for improving the efficiency and effectiveness of healthcare spending.
    • Oversee health workforce contracting and transition process to county government payroll through close collaboration with the relevant Public Service Boards (PSB).
    • Facilitate high-level engagements within the relevant counties to ensure increased ownership and buy-in towards county ownership of HIV and OVC services, transition, and sustainability.
    • Participate in the relevant technical working and sector planning & budgeting groups (county transition teams) in the respective counties to facilitate the realization of county-specific roadmaps to a sustainable HIV/TB program through increased resource allocation.
    • Lead capacity-strengthening initiatives to enhance the health financing expertise of government and the private sector, facilitating knowledge transfer and skills development.
    • Support the sharing of lessons learned, promising practices, and effective strategies to enable the county government, particularly the county health management team, and the directorate of children services to advance toward the desired SS results.
    • Promote consultative dialogues between the Department of Health and key county structures such as county assembly, county treasury, and governorship on prioritizing health and OVC interventions during resource sharing.
    • Represent the project on county level and inter-governmental policy forums and provide technical advisory on policy design and implementation pitfalls and successes.
    • Support the focus counties to design and implement health financing strategic frameworks aligned to the national health policy framework and UHC goals.
    • Plan for and measure performance improvement of health financing interventions, analyzing performance indicators and outcomes to inform continuous improvement efforts and strategic decision making.
    • Any other duty as may be assigned by the supervisor.

    Required Qualifications and Experience:

    • Master’s Degree in health policy and administration, health sector development, public health, health economics, or a related field.
    • Minimum of five (05) years of working experience, designing, managing, implementing, and overseeing county systems strengthening initiatives with at least three (3) years at senior supervisory level with Ministry of Health and donor-funded programs, including the US government PEPFAR programs.
    • Solid understanding of Kenya’s devolved health systems, both national and county systems
    • Demonstrated analytical and problem-solving skills, capacity-building skills, communication, and interpersonal skills.
    • Ability to cultivate, develop, and maintain good relationships with the county government and staff, colleagues, private sector, and partners.
    • Experience in knowledge management, specifically in public health/ healthcare.
    • Excellent communication skills both writing and verbal.

    Technical Advisor- Gender

    Specific responsibilities include:

    • Provide technical guide and oversight in service delivery, budget management, monitoring and reporting health activities (HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkage) in line with PATH Kenya program quality principles and standards, donor requirements, and good practices to ensure quality, timeliness and efficiency of all deliverables through the case management systems and referral networks component of the project.
    • Lead the development, dissemination, and implementation of strategies, approaches, guidance, standard operating procedures, tools, and various job-aids to facilitate health service delivery through case management and referral and strengthen referral networks amongst social service providers.
    • Take lead in providing technical assistance, guidance, and capacity strengthening for USAID Nuru Ya Mtoto project staff and LIPs in HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkages.
    • Provide technical leadership and mentorship in the implementation of the Gender service delivery component of the project.
    • Support integration of gender services in HIV/TB program interventions.
    • Support in the implementation of the post-GBV services across the health facilities
    • Coordinate the development, implementation, and monitoring of costed project work-plans in post-GBV service provision.
    • Provide leadership in creating and strengthening linkages and referral networks between facility and community activities ensuring there is seamless implementation of activities leading to improved health outcomes across the project areas.
    • Support in the writing of the gender component of the quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner.
    • Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation.
    • Take lead in site preparation for supportive supervision and SIMS assessments in GBV and ensure recommendations are implemented at facility level by project team.
    • Coordination with CHMTs and S/CHMTs on implementation of Gender service delivery work plans.
    • Represent the project in Gender/post-GBV technical forums at sub-county, county and national level.
    • Coordinate’s gender and SGBV evidence-based interventions to ensure they meet the needs of the project and donor requirements.
    • Leads in conducting gender analysis in the supported Counties to ensure that gender awareness is incorporated into activities.
    • Provide leadership and build local capacity using proven training approaches and quality improvement methodologies
    • Support develops programs and implementation plans that will increase the number of clinical and community level staff members who can identify and report GBV cases to legal and social services.
    • Collaborate with other partner organizations, stakeholders to collect and disseminate gender and GBV awareness materials to clinical patients in targeted areas.
    • Advocate with the Ministry of Health for the adoption of new best practices of gender and evidence based GBV at the clinical and community level and encourage other ministries to collaborate.
    • Lead Project technical team to work with and create linkages with stakeholders involved in Adolescent service delivery with a specific focus on USAID Nuru Ya Mtoto Adolescent girls receiving service layering in line with DREAMS service delivery.
    • Strengthen coordination and networking, facilitate linkages, communication, and learning exchanges between GOK entities, LIPs, and CSOs/CBOs to support strengthening of case management capacity. Apply appropriate application of partnership concepts, tools and approaches.
    • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
    • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
    • Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome. Through planning and oversight ensure efficient use of project resources.
    • Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
    • Maintain relationships and represent PATH Kenya with DCS, peer organizations, research and other institutions, participate in relevant forums and knowledge networks to collect and share promising practices in case management systems and referral networks, promote PATH Kenya work, and contribute to the USAID Nuru Ya Mtoto learning agenda.

    Required Experience

    • Master’s degree in social science, Nursing, Public Health, Gender or a related field.
    • Master’s with a minimum of 5 years of work experience in project management with at least 3 years in an advisory role in relation to HIV care and treatment, DREAMS and OVC programming, ideally with NGO.
    • Bachelor’s degree with a minimum of 5 years in advisory role in relation to HIV care and treatment, OVC programming and DREAMs, ideally with NGO.
    • Strong knowledge of the health and social service sector in Kenya.
    • Demonstrated ability to develop user-friendly guidance, tools and standard operating procedures for use at health facilities, CSO/CBO and community levels.
    • Relevant grant management experience, especially for USG or other public donors, a plus.
    • Experience working with stakeholders at various levels including but not limited to State and government actors, LIPs, civil society, healthcare providers and social service providers.
    • Experience analyzing data and contributing to evaluation reports.
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
    • Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
    • Strong communication, relationship management skills and the ability to work effectively with local stakeholders.

    Senior Accountant- Global Accounting- Revenue and Reporting

    Responsibilities: 

    • Perform periodical reviews of financial transactions allocated to grant awards to ensure reasonableness, allowability, availability of funds, and ensure compliance with GAAP, grant and contract compliance, and PATH policies. 
    • Support the program, finance and operations team throughout the entire grant/project lifecycle. 
    • Collaborate with the program and finance teams to develop standard reporting templates, and a reporting schedule for all financial deliverable submissions (establishing clear external deadlines) 
    • Work closely with the Project Administrator to ensure timely and accurate financial reporting, billing, and close-out reports on award-based projects in assigned grant portfolio. 
    • Maintain knowledge of award agreement language and regulations, serving as a knowledge resource on assigned donors and escalating questions where needed. 
    • Assist with new award review process and set-up in the accounting system. 
    • Reconcile award receivables (billed and unbilled), assist in collections and related valuation considerations. 
    • Prepare ad hoc and institutional reports and analysis as requested. 
    • Prepare tax and additional compliance reports for award-based projects, as necessary. 
    • Participate in month and year-end financial close processes. 
    • Analyze and research complex and emerging accounting issues. 
    • Lead ad hoc accounting projects to remediate process gaps and drive efficiency. 
    • Prepare journal entries and adjustments as required. 
    • Participate in project and annual PBC audits and assist in preparation of various schedules as assigned. 
    • Understand the operations of the country offices and provide updates to HQ Finance leads as necessary. Act as a bridge between HQ and Country office Finance teams to facilitate work and communication exchange. 
    • Support country offices with ad hoc queries on day-to-day operations/issues. Liaise with multiple teams across PATH to close out topics concerning the country offices across different time zones. 
    • Provide training and guidance to country offices staff in formal and informal settings. 
    • Act as backup for other Finance functions as needed during peak periods. 

    Required Skills and Experience  

    • Strong understanding of US generally accepted accounting principles (GAAP) and/or International Financial Reporting Standards (IFRS), and accounting fundamentals. 
    • Chartered Accountant (CPA-K) is desirable. 
    • Bachelor's degree in accounting, finance, or business administration plus a minimum 8 years of relevant work experience in an accounting or finance type role with increasing levels of experience; an equivalent combination of education and experience will be considered.  
    • Strong understanding of and ability to research relevant regulations and requirements including OMB Uniform Guidance 2 CFR 200 is preferred. 
    • Strong ability to organize workload when faced with competing priorities and to complete work assignments on a timely basis. 
    • Highly skilled in complex account reconciliations with attention to detail and ability to analyze data, research information to clarify issues, and find and propose appropriate solutions. 
    • Proficient with accounting/financial software (preferably UNIT 4 Business World), spreadsheets and data management systems (Salesforce). 
    • Highly skilled at utilizing Microsoft Office Suite (Excel, Word, and PowerPoint). 
    • Exhibits a positive, proactive attitude with a sense of urgency; follows through and gets things done with minimal guidance. 
    • Ability to understand, analyze and interpret financial information in varying formats (including general ledgers) and complete required reports. 
    • Excellent organizational skills and the ability to manage and complete multiple projects simultaneously, capable of rapid coordination and distribution of information. 
    • Utilize various tools to data-mine across multiple linked and un-linked PATH systems. 
    • Competent and professional oral and written communication skills. 
    • Ability to earn trust, maintain positive and professional relationships, and contribute to a culture of inclusion. 
    • Capable of working both independently and collaboratively with team members from different geographical locations 
    • Ability to work flexible hours as needed for video or audit conference calls with team members in other geographical regions.
