Responsibilities

• Provide strategic and policy support to the Division Director: Review and analyze policy papers, reports and other documents on environmental issues and prepare recommendations for consideration by the Director.
• Support the Director in drafting policy papers on issues related to the work of the Division, in particular, Environmental Conventions and emerging environmental issues;
• Prepare substantive reports and briefing notes for the Director for use at conferences and meetings;
• Organize independently and participate in the organization of major workshops and meetings supported by the Division, including drafting of Memoranda of Understanding, liaison with Governments and other officials
• Draft, review and finalize policy statements and speeches on environmental issues for use by the Director, and UNEP Senior Management;
• Participate in meetings during the absence of the Director and prepare briefing notes for him/her as well as decide which issues need his/her immediate attention;
• Coordinate the follow-up functions for the Director and ensure that the required actions are taken, deadlines are met and quick responses are provided
• Provide recommendations to the Director on the handling of emerging policy issues
• Oversee necessary analytical administrative procedures, e.g. on travel, to ensure that the Director's decisions and circulars are adhered to.
• Participate, as appropriate, in missions undertaken by the Director and/or undertake missions on behalf of the Director.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Provide support to the Director in the Management of the Law Division
• Provide support to the preparation of documents for submission to the UN Environment Assembly, the Committee of Permanent Representatives as well as other meetings and conferences, and take the lead in following up on decisions of these meetings
• Act as Secretary in divisional management meetings, as well as other meetings convened by the Director, including the organization of the meetings, circulation of agenda, drafting and finalization of minutes of these meetings as well as follow-up on decisions taken
• Coordinate the development and implementation of the Law Division Programme of Work and keep the Director abreast of the status of implementation
• Coordinate and ensure timely submission of reporting requests and bring issues related to lack of implementation to the attention of the Director. 

Education

• Advanced university degree (Master's Degree or equivalent) in environmental law, social or political sciences, business administration, environmental management or a related field.
• A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

• A minimum of five years of progressively responsible experience in the field of sustainable development or environment-related programmes, or public administration, including at the international level is required.
• Experience in project or programme or development management, executive administration, support and advisory is desirable.
• Work experience with United Nations or similar international organization policy, activities; programmes and Rules & Regulations is desirable.
• A minimum of two (2) years or more of experience in data analytics or related area is desirable

Specific duties include the following:

• Provide technical support to the UNEP-led work packages within the “IKI Congo Peatlands” project scope by integrating its outcomes into planning and policy processes at local, district, and national levels in the Republic of Congo and the Democratic Republic of Congo, promoting sustainable, biodiversity- and climate-friendly management of the Central Congo Basin Peatlands.
• Contribute to the establishment of the Internationally linked (online) scientific research that includes profiles of experts with scientific, economic and policy expertise in peatlands to facilitate knowledge exchanges in the form of webinars or workshops and where members can access knowledge products including the latest scientific, economic or policy papers and reports.
• Support the creation of partnerships with the private sector to explore options for innovative financing of Peatlands restoration, conservation and sustainable management.
• Finalize the coordination, content development, and design of the Global Peatlands Hotspot Atlas (Atlas), in close collaboration with GPI partners, to advance the global monitoring and mapping of peatlands, and publish the Atlas during UNFCCC COP29.
• Collaborate with UNEP and GPI partners to increase the dissemination and lobal outreach of the Global Peatlands Assessment (GPA) and the Atlas, ensuring that the findings are communicated in a clear, accessible language to raise awareness among policymakers and the public, foster the development of new research within the scientific community, and strengthen the practical application of these science-based products.\

Qualifications/special skills

• Master’s University degree preferably with a specialization in environmental sciences, conservation biology, sustainable management, or related areas is required
• A minimum of three (3) years of progressive experience in the field of environmental conservation, scientific research or science to policy work is required.
• Experience working on peatlands and/or ecosystems as a topic is required Experience with the UN system especially with UNEP and on this issue is highly desirable.

Tasks and Responsibilities:

• Under the supervision of the Chief, Youth, Education & Advocacy Unit, the part-time consultant's duties will include:
• Improve the provision of green education and skills through the Nature Positive Universities Network by upskilling students:
• Based on the existing Student Ambassadors network in NPU, explore the possibility for students to be upskilled in conservation/restoration to support in the achievement of GBF targets and support universities in their nature journey.
• List of 50 students to work on this (across 5 regions and at least 50% from ODA countries)
• Workshop green jobs/skills with students in UK/India/Kenya
• Leverage NPU’s network of universities to support green skills agenda and report back to Accelerator/Green Jobs for Youth Pact
• Create green jobs hub on NPU website, in support of GBF
• Connect with THE/SOS to get support on education pledging under the Green Jobs for Youth Pact in delivering more green skills.
• Work with sports organisations in reducing their impact on nature through the NPU/Student Ambassadors program:
• Based on existing NPU resources/toolkits and in collaboration with networks of universities focusing on sports (e.g FISU network and Sports Ecology Group), identify the opportunity for universities to serve as local nature hubs for sports:
• Sportify existing resources to guide sports organisations in their nature journey and support in the achievement of the GBF targets;
• implement resources through concrete on the ground laboratory with universities – focus on supply chain guidance / pilot with 5;
• Identify 10 students to support their local sports organisations in their nature journey, implementing existing guidance.

Qualifications/special skills

• Master’s degree in communications, international relations, political science, sustainable development, environmental science or related field required.
• A first-level university degree in combination with an additional two years qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of 5 years’ relevant work experience required in the field of higher education or sustainability field is required Project management:
• Able to deliver highly complex projects of a global nature efficiently and effectively is desirable. Innovation:

• Development and Implementation of M&R Frameworks: Design and implement comprehensive M&R frameworks for SSPU projects and key work areas.
• Develop and implement performance indicators, data collection methods, and tools for monitoring and reporting.
• Ensure that M&R frameworks are aligned with UNEP’s and donor’s reporting requirements.
• Data Collection and Analysis: Collect, manage, and analyse data and evidence related to project performance, deliverables, outputs and outcomes.
• Ensure the quality and integrity of data through regular checks and validations.

• Reporting: Prepare high-quality, timely reports for internal and external use, including IPMR (internal reporting system), donors, UNEA, corporate reports, thematic reports, reports, and UNEP leadership.
• Develop progress and final reports as required by donors and UNEP, and support mid-term and end-of-project evaluations.
• Ensure that reports meet donor requirements and are aligned with UNEP’s reporting standards. d. Draft Briefing Notes and other written inputs, as requested, presenting evidence and impact of SSPU activities. 

Qualifications/special skills

• Bachelor’s degree in environmental science, environmental management, international development, project management, engineer, economics, or a closely related field is required. Master’s degree in a related field is desirable.
• Minimum of 5 years of relevant professional experience in monitoring and reporting, 3 years with international organizations is required.
• Proven experience in designing and implementing M&R frameworks and tools within the UN system or other international organizations is desired

The Consultant will:

• Deliver the finalized project documentary, ensuring all elements align with UNEP and UN-Habitat’s quality and branding standards.
• Create and edit social media clips, featuring text-based messaging, designed to effectively engage online audiences and promote project outcomes as per UNEP and UN-Habitat specifications and templates.

Qualifications/special skills

• Advanced university degree (Masters) in communication studies, journalism, international relations, film-making, digital production, or related fields is required.
• Must possess advanced technical expertise in camera operation, including proficiency with gimbals, hand-held setups, and tripods.
• Should be skilled in sound design during recordings and capable of researching and selecting appropriate music for filmed outputs.
• Proficiency in video editing software, such as DaVinci Resolve, Adobe Premiere Pro, and Final Cut Pro, is desirable.
• At least 5 years of work experience in film production in Kenya with a strong portfolio showcasing your experience working on projects related to environmental communication, urbanization and sustainable development is required.

Roles will include:

• Inception phase of the evaluation, including : Map out the projects in the SP-CPA portfolio and assess how they contribute to the PoW (2014/2015, 2016/17, 2018/19, 2020/2021 and 2022/2023) results and indicators. Identify the projects that have the greatest impact on each subprogramme's indicators;
• Get the list of project preliminary desk review and introductory interviews with project staff;
• draft the reconstructed Theory of Change of the SP-Chemicals and Pollution Action;
• prepare the evaluation framework;
• develop the desk review and interview protocols; o draft the survey protocols (if relevant);
• develop and present criteria for selection of Chemicals and Pollution Action initiatives for in-depth study; o plan the evaluation schedule;
• prepare the Inception Report, incorporating comments until approved by the Evaluation Manager.
• Data collection and analysis phase of the evaluation, including: o conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners, and project stakeholders;
• regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and; o keep the Evaluation Manager informed of the evaluation progress and engage the Sub-Programme Coordinator of Chemicals and Pollution Action in discussions on emerging findings throughout the evaluation process.
• Reporting phase, including:
• draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent, and consistent with the Evaluation Manager guidelines both in substance and style;
• liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager;
• prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant(s) and indicating the reason for the rejection.
• Managing relations, including: o maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence; o communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.
• The evaluation consultant shall have had no prior involvement in the formulation or implementation of the Sub-Programme during the period being reviewed from 2015 to 2023 and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
• The evaluation consultant will be selected and recruited by the UNEP Evaluation Office through an individual Special Service Agreement (SSA) consultancy contract. Comprehensive terms of reference will be shared with consultant separately.

Qualifications/special skills

• A first level university degree (Bachelor's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required. An advanced degree (Master's degree or equivalent) in the same areas is desirable.
• A minimum of ten (10) years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach. Advanced knowledge and experience in the following fields desirable:
• Chemicals, waste, and air quality;
• Chemicals and pollution related Multilateral Environmental Agreements, regional and national policy processes;
• Change management;
• UN policy work and country support;
• The UN system, in particular UNEP and partner agencies of the SP-CPA;
• Programme and project management;
• Partnerships development, including with the private sector, and knowledge management.

Responsibilities

• Delivery of the Marine and Freshwater Branch work programme by: Developing and advocating innovative concepts and tools designed to improve or re-orient marine and coastal ecosystems in coordination with the Regional Seas Branch guided by the organization's policy objectives and competencies.
• Leading, organizing and/or participating in substantive discussions, meetings, and conferences and representing the Branch at international, regional or national meetings and intergovernmental meetings in liaison with the Regional Seas Branch and providing programmatic and substantive expertise on issues related to marine and coastal ecosystems. This will include follow-up to and reporting on corporate and intergovernmental meetings decisions.
• Coordinating and supervising development and implementation of activities and projects and enhancing coordination with the Secretariats of the Regional Seas Conventions and Action Plans to deliver the ocean strategy on behalf of UNEP.
• Overseeing the preparation and quality of reports for presentation to senior management, the UN Environment Assembly or other policy-making bodies.
• Ensuring coordination across UNEP for coherence in delivery of the UNEP ocean strategy including regular reporting to Governments.
• Establishing and maintaining inter-linkages and partnerships with Multilateral Environmental Agreements (MEAs) secretariats, relevant UN and non-UN agencies.
• Establishing external contacts and partnerships with governments and international agencies for the purpose of improving collaboration and coherence in delivery of marine and coastal ecosystems activities.
• Reporting on the status of implementation of the work programme regularly as scheduled by the UN reporting requirements. 

Education

• Advanced university degree (master’s degree or equivalent) in Marine Sciences or discipline related to the work of marine biology and/or coastal ecosystems, or related area is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

• A minimum of fifteen (15) years of progressively responsible experience in project/programme management in the context of marine and coastal ecosystems or related area is required. Three (3) years in a supervisory capacity is required.
• Demonstrated experience in managing the performance of teams and staff with specialist expertise is required.
• Five (5) years’ experience at the international level is desirable.
• Experience in driving global and regional strategies relating to marine and freshwater ecosystems is desirable Experience mobilizing resources in an international environment is desirable
• Experience in data analytics or related area is desirable.

• The overall objective of the UNEP's Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity.
• Focusing on tackling climate change, biodiversity loss, and pollution, across marine, coastal and aquatic ecosystems, the Marine and Freshwater Branch helps countries develop policies and programmes to respond to these challenges, while integrating linkages between poverty and the environment in development planning.
• Within the Marine and Freshwater Branch the intern’s responsibilities will support coordination of UNEP’s engagement on Small Island Developing States (SIDS) and implementation of the Antigua and Barbados Agenda for SIDS (ABAS).

Qualifications/special skills
