    Somalia Evaluation, Learning, and Monitoring Initiative (ELMI) Education Activities Closeout Event Preparation and Learning Day Lead Facilitator

    Purpose and Objectives of the assignment

    • The purpose of the assignment is to support AGES and BAB to prepare for the close out event and facilitate a learning day event for AGES and BAB on July 16-17 in Mogadishu.
    • More specifically, the assignment will (i) use activity documentation and ELMI products to identify key activity milestones achieved during the period of performance for both AGES, BAB, the Stabilization Through Education Program (STEP), and MoECHE achievements over the past 5 years approximately (ii) develop a visual timeline of these key milestones, (iii) coordinate across the three education activities’ implementing partners and the Ministry of Education, Culture and Higher Education (MoECHE) to ensure harmonization and balanced representation across the identified milestones, (iv) plan and facilitate a “learning day” to reflect on AGES and BAB activities, and (v) document reflections from government and IP stakeholders to inform future activity objectives.

    Specific Tasks:

    The consultant will undertake the following specific tasks:

    • Read activity reports for AGES, BAB and STEP, and ELMI products -data quality assessments (DQAs) and Monitoring, Verification and Reporting (MV&R) etc. for each of these activities as documented over the activities’ performance periods and identify key milestones achieved by the three activities during the period of performance. These milestones should be focused on telling the story of how USAID (and FCDO for AGES) investments have strengthened the education sector in Somalia, and not focus on delineating between BAB, AGES and STEP programming.
    • Coordinate between the three implementing partners (IPs) and MoECHE to ensure harmonization and balanced representation across the milestones that are identified. Discuss with MoECHE if Global Partnership for Education (GPE) and/or Education Cannot Wait (ECW) achievements should be included as the USG is one of the top donors to both.
    • In coordination with USAID Somalia’s Communications partner (MSI), develop a visual timeline to be highlighted in a “timeline walkthrough” during the closeout event.
    • Plan and facilitate a “learning day” event to reflect on BAB and AGES activities centered around three themes: (i) systems strengthening, (ii) transition pathways (to formal education/vocational training/livelihoods), and (iii) school safety and safeguarding (themes to be confirmed through consultations with USAID, IPs and MoECHE). 
    • Document reflections from government and IP stakeholders during the learning day event to inform future activity objectives. 

    Deliverables:

    The consultant will produce the following deliverables and submit them to the ELMI COP:

    • Identification of key activity milestones to inform development of a visual timeline of milestones. 
    • Learning day plan centered on three themes: systems strengthening, transition pathways, and school safety and safeguarding. 

    Qualifications

    • Advanced university degree in humanities and social sciences.
    • At least 5 years’ experience in research within the Somalia context or any similar context.
    • Demonstrated experience in planning large learning events.
    • Demonstrated experience in facilitation of learning events for large groups (e.g. 200 participants). 
    • Fluency in Somali and English languages.
    • Strong communication, organization, and coordination skills (including ability to work across multiple implementing partners).
    • Knowledge and experience of Somalia context and USAID education portfolio will be an added advantage.

    • Report of close out and learning event outlining emerging lessons and actions for future education activities.

    Travel to Mogadishu for the learning event is required.

    Qualifications

    • University degree in humanities, social sciences, or related field.
