    National Integrated Specimen Referral System Officer

    KEY DUTIES AND RESPONSIBILITIES

    • Be responsible for the collation and analysis of information from all the network, manage feedback and complaints from the network
    • Take charge of the general administration of National ISRS for the Ministry of Health
    • Take charge of the general administration of National ISRS for the Ministry of Health
    • Liaise with all the stakeholders to ensure that ISRS resources are mapped and facilitate the resupply of commodities to the country
    • Coordinate Quarterly stakeholders’ review meetings on ISRS activity implementation and operationalization
    • Ensure compliance with regulatory requirements, including IPC standards, Biosafety and biosecurity through ongoing training and adherence to established protocols.

    PRIMARY RESPONSIBILITIES

    • Receive and review quarterly report from the county ISRS focal persons
    • Serve as the primary point of contact for specimen-related inquiries from internal departments, external partners, and clients
    • Maintain detailed records of specimen transfers, including chain of custody documentation, tracking logs, and incident reports
    • Generate regular reports on specimen volume, turnaround times, and quality metrics for management review
    • Stay informed about relevant regulations and guidelines governing specimen handling, transportation, and privacy

    Education and experience

    • Hold a Bachelor’s degree or Master’s degree in Laboratory Sciences with integrated results-based management as applied in the health sector as one of the areas of expertise
    • Minimum of five (5) years of experience in laboratory management; experience working with national and counties, especially in program implementation
    • Officer should be registered and a valid a license from the Kenya Medical Laboratory Technicians and Technologist Board (KMLTTB).
    • Strong knowledge and work experience in planning and implementing sample transportation strategies including monitoring and evaluation is required.

    Data Analyst – Neglected Tropical Disease Program

    Research/Learning and Data Analysis:

    • Assist in developing survey protocols, designing data collection instruments, and survey implementation
    • Conduct data analysis from surveys and routine program activities to identify trends, patterns, and insights that inform program strategies and decision-making
    • Develop and maintain databases to store and organize program-related data.
    • Generate reports, dashboards, and visualizations to communicate findings to program staff, management, and various stakeholders.
    • In collaboration with stakeholders, develop and implement project specific learning agenda under NTD program

    Monitoring and Evaluation:

    • Support the program team in designing monitoring and evaluation indicators and plans
    • Collaborate with the Monitoring and Evaluation (M&E) team to track key performance indicators (KPIs) and program outcomes.
    • Develop and execute a data quality assurance plan while offering technical guidance to improve data quality and reporting systems
    • Provide support in the design and implementation of surveys, impact assessments, and evaluations.
    • Technical Support: Develop and refine cost-effectiveness models, monitoring & evaluation frameworks, and theories of change
    • Conduct in-depth data analyses using advanced statistical methods and tools to uncover patterns, correlations, and insights
    • Actively collaborate with the Ministry of Health, key partners, and stakeholders to report progress, impact, and best practices at county, national, and international forums
    • Participate in various internal and external disease-specific and monitoring & evaluation technical working groups
    • Provide training and technical support to program staff on data collection, analysis, and reporting.
    • Development of Terms of Reference for various consulting opportunities

    Reporting & KnowledgeManagement

    • Support in the development of periodic internal and donor reports, including presentations to communicate the insights and findings from the data to stakeholders, which can influence policy and decisionmaking processes.
    • Provide Technical support to NTD projects in updating of Amref Information Management System (AIMS) and utilizing it for knowledge management
    • Work with the program's knowledge management officer and program team to develop successful, impactful stories for broader dissemination
    • Contribute to the preparation of presentations, proposals, and other documentation as needed.
    • Perform any other duties as assigned from time to time.

    QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:

    • Bachelor’s Degree in Statistics/economics/related field with 3-5 years of experience OR
    • Master’s degree in Health Economics/Public Health with a specialization in health economics/Statistics with 3 years of experience.
    • At least three years as a Data Analyst, preferably in the health sector or a related field.
    • Proficiency in statistical software, specifically Stata or R and data visualization tools (e.g., Tableau, Power BI).
    • Strong analytical skills with the ability to interpret complex data sets.
    • Demonstrated experience in conducting high-quality research, data analysis, and report writing.
    • Versatile and capable of managing multiple tasks simultaneously while maintaining highquality standards.
    • Detail-oriented, excellent in oral and written communication, with strong analytical skills.
    • Excellent problem-solving skills.
