    County Executive Committee Member – Public Service Management, Administration & Information Communication Technology

    Duties and Responsibilities
    The County Executive Committee Member (CEC) is the political head of the county unit/department and his / her duties and responsibilities shall entail:-

    • Formulation, presentation and articulation of county executive committee memoranda, sessional papers, and other policy issues emanating from the county unit/ department to the County Executive Committee, and /or County Assembly or any other forums as may be appropriate.
    • He/She aids and advises the County Governor in the execution of government business and provides general direction, coordination and overall supervision and performance of the county unit/department for which he/she is responsible. 
    • Responding to county assembly questions touching on his/her unit/department
    • Guiding the unit/department on policy issues to be implemented and providing policy direction.
    • Oversee the administration and delivery of services in respective county government agencies falling under his/her department.
    • Provide policy direction in the planning, formulation and adoption of the County 
    • Integrated Development Plan. 
    • Performing any other business that the Governor may assign him/her from time to time.

    Requirements for Appointment

    • Be a citizen of Kenya;
    • Hold a degree from a university recognized in Kenya;
    • Have at least five (5) years knowledge, experience and a distinguished career in Administration or Management in public service;
    • Possess general knowledge of the County Government and functions of the County Government;
    • Demonstrate an understanding of the County goals, policies and developmental objectives;

    County Secretary

    Duties and Responsibilities

    • Head of the County Public Service and Secretary to the County Executive Committee;
    • Responsible for arranging the business and keeping the minutes of the County Executive Committee;
    • Ensure efficient management of resources;
    • Co-ordination of County Government Programmes;
    • Interpret, disseminate and oversee implementation of National and County Government Policies;
    • Convey the decisions of the Executive Committee to appropriate persons or authorities;

    County Attoney

    Duties and responsibilities: - 
    The County Attorney shall: 

    • Be the principal legal adviser to the county government;
    • Attend the meetings of the county executive committee as an ex-officio member of the Executive committee;
    • On the instructions of the county government, represent the county executive in Court or in any other legal proceedings to which the county executive is a party, other than criminal proceedings;
    • Advise departments in the county executive on legislative and other legal matters;
    • Negotiate, draft, vet and interpret documents and agreements for and on behalf of the county executive and its agencies;
    • Be responsible for the revision of county laws;
    • Liaise with the Office of the Attorney - General when need arises; and
    • Perform any other function as may be necessary for effective discharge of the duties and responsibilities in exercise of the powers as the County Attorney.

    Requirements for appointment: -

    • Be a Kenyan Citizen; 
    • Be a holder of LLB degree from a reputable and recognized university; 
    • Have a postgraduate Diploma in Legal Studies from the Kenya School of Law and be admitted as an advocate of the High Court of Kenya with a current PracticingCertificate; 
    • Master’s degree from a reputable University will be an added advantage; 
    • Be a member of Law Society of Kenya in good standing;

    Chef

    Duties and responsibilities:- 

    • The Chef will be overall in charge of food assembly, preparation, production, placement, delivery & use and care maintenance of kitchen equipment.
    • Planning orders of foodstuffs for availability when needed, and maintaining price fluctuation charts and other appropriate records;
    • Developing and implementing policies, procedures and methods for food production in consultation with other administrative staff to achieve high quality meals, and cost effective performance objectives.

    Duties and responsibilities: - 

    • Food preparation and production;
    • Setting up and directing placement of food;
    • Maintaining hygiene by ensuring cleaning of the kitchen and its surroundings;

    Director Supply Chain Management

    Duties and responsibilities: - 
    The Director will be responsible for:-

    • Overseeing implementation of procurement and asset disposal policies, guidelines and procedures; 
    • Providing technical advice to the County and other procurement entities on procurement matters; 
    • Advising procuring entities on the implementation of the Public Procurement and Asset 
    • Disposal Act and its attendant regulations and other statutes that impact on Supply Chain Management function;

    • Overseeing implementation of development projects;

    • Overseeing preparation of procurement plans; 
    • Providing secretariat services to the Tender Opening and Evaluation Committees;
    • Providing guidance and support to target groups on the procurement process; 
    • Liaising with the user Departments, Disposal Committee and the Accounting Officer on disposal of unserviceable, obsolete, obsolescent or surplus stores, equipment and assets;
    • Managing performance, building capacity of staff; and
    • Perform any other duties and responsibilities that shall be assigned by the supervisor from time to time.

    Requirements for appointment: -
    For appointment to this grade, an officer must:

    • Served in the grade of Deputy Director, Supply Chain Management for a minimum period of three (3) years;
    • Bachelor’s degree in any of the following disciplines:- Supply Chain Management; 
    • Procurement and Logistics; Purchasing and Supplies; Procurement and Contract 
    • Management; Supply Chain Management and Logistics; Transport and Logistics; 
    • Commerce (Purchasing and Supplies option) from a recognized institution;

     OR

    • Bachelor’s degree in any of the following disciplines:- Commerce, Marketing, Economics, 
    • Business Management or Law with a Diploma in either Purchasing and Supplies 
    • Management or Procurement and Logistics or its equivalent qualification from a recognized institution;
    • Master’s degree in any of the following disciplines:- Procurement and Supplies 
    • Management, Logistics and Supply Chain Management, Business Administration, 
    • Commerce, Entrepreneurship or its equivalent qualification from a recognized institution will be an added advantage;
    • Certified Procurement and Supply Professional of Kenya (CPSP-K) or Advanced

    Director of Administration

    Duties and Responsibilities:
    Specific duties will include: 

    • Oversee the development, implementation and review of administrative policies, programmes and strategic plans; 
    • Providing professional advice on administrative matters;
    • Overseeing disaster management and emergency response activities;

    • Master’s degree in any of the following disciplines: Public Administration, Business Administration, Political Science/Government or equivalent qualification from a recognized institution;
    • Certificate in Strategic Leadership Development Programme lasting for not less than six (6) weeks from a recognized institution; 
    • Certificate in computer application skills;
    • Demonstrated high standard of professional competence and administrative capability 
    • required for effective planning, direction, control and co-ordination of administrative services; and 
    • A clear understanding of the overall National goals, policies, and development objectives and ability to translate them into administrative services function.

    Director Internal Audit

    Duties and responsibilities: - 

    • The Director, Internal Audit will be responsible to the Governor for management and coordination of the Internal Audit Function at the County.
    • Specific duties and responsibilities at this level will entail: 
    • Overseeing implementation of internal Audit policies, strategies, standards and procedures at the County;
    • Ascertaining the County’s level of compliance with the relevant Internal Audit statutes and other government regulations and guidelines; 
    • Facilitating quality assurance and special audits;

    • Coordinating execution of investigation, forensic audit and other special assignments;
    • Overseeing evaluation of the effectiveness of risk management mechanisms, controls and governance processes of the County and recommending improvements;

    • Identifying and profiling various risks inherent in specific audit assignments;
    • Overseeing preparation of reports on audit findings and making appropriate recommendations; 
    • Preparing detailed, understandable and cross referenced work papers to evidence work done and for future references, in compliance with standards for professional practice in internal audit;
    • Executing audit activities to ensure reliability and integrity of information and effective use of the County resources and compliance with contracts, standards and policies; 
    • Overseeing monitoring and evaluation of implementation of internal audit recommendations; 
    • Coordinating preparation and presentation of reports on audit findings and recommendations to the Internal Audit Committee; 
    • Coordinating preparation of periodic internal audit reports; 
    • Coordinating designing and implementing of training programmes for internal audit staff and members of the audit committee; 
    • Overseeing preparation of strategic plans and budgets; 
    • Ensuring prudent utilization of resources; 
    • Building capacity and managing performance of the directorate; and
    • Perform any other duties and responsibilities that shall be assigned by the supervisor from time to time.

    Requirements for appointment:-
    For appointment to this grade an officer must have:

    • Served in the grade of Deputy Director, Internal Audit for a minimum period of three (3) years;
    • Bachelor’s degree in any of the following fields: Commerce (Accounting or Finance option), Business Administration (Accounting option) from a recognized institution or any other relevant equivalent qualification;
    • Master’s Degree in any of the following fields:- Auditing and Consultancy, Business 
    • Administration, Commerce, Finance, Accounting, Project Management, Strategic 
    • Management, Risk Management or its equivalent from a recognized institution will be an added advantage;
    • Certified Internal Auditor (CIA), Certified Public Accountants of Kenya CPA (K) its equivalent qualification from a recognized institution;
    • Membership to any of the following recognized professional bodies: of either CIA, ICPAK, ACFE, ISACA or any other professional recognized body;
    • Certificate in computer applications skills;
    • Certificate in any of the following: Certified Government Auditing Professional (CGAP), 
    • Certified Fraud Examiner, Certified Information Systems Auditor, Certified Financial 
    • Services Auditor (CFSA) or Forensic Auditing from a recognized institution;
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
    • Demonstrated high degree of professional competence and administrative capability 
    • required for the effective planning and coordination of the Internal Audit Function; and

    Director Budgeting & Planning

    Duties and responsibilities:- 

    • Co-ordinating the preparation of the County budget;
    • Co-ordinating the Accounting Units on preparation of the annual estimates and Medium Term Expenditure Framework;
    • Analysing, formulating and overseeing the management of fiscal and other economic policies;
    • Coordinating Results based planning and performance measurement;
    • Preparation of the county fiscal strategy paper and county budget review and outlook paper;
    • Co-ordinating the preparation of annual county budget and preparing the estimates of revenue and expenditure of the county government;Formulation of budget policies;
    • Review of the Budget implementation to ensure it is in line with the overall policy and macro-economic and fiscal framework;
    • Assisting the Chief Officer of the department in the administration of audit function; and

    Requirements for appointment:-
    For appointment to this grade, an officer must have:

    • Served in the grade of Senior Chief Finance Officer/Senior Deputy Director of Budget for a minimum period of three (3) years;
    • Master’s Degree in Business Administration (MBA), Economics, Finance, Commerce or in a financial related discipline from a recognized university will be an added advantage;financial management and administrative skills;
    • attended Strategic leadership development Programme from a recognised institution;have shown exemplary leadership qualities; and

    Director Special Programmes

    Duties and Responsibilities:
    An officer at this level will be responsible to the Chief Officer responsible for disaster management and special programme in the county.
    Specific duties and responsibilities will entail:-

    • coordinating the formulation of disaster management policies, strategies, guidelines, 
    • standards, statutes and institutional framework; 
    • initiating and coordinating research in disaster management and dissemination of findings to the stakeholders in the county; 
    • providing advice on the development of operational standards and guidelines in disaster 
    • risk reduction and preparedness; overseeing the management and distribution of relief 
    • food, non-food items and acting on tax exemption applications for disaster response goods and services; coordinating psychosocial support, conflict resolution and peace building; 
    • spearheading resettlement, construction and rehabilitation of destroyed homes and social 
    • amenities; initiating and overseeing the provision of non-food items and start-up capital;
    • coordinating resource mobilization for relief and recovery, relief operations, disaster recovery and rehabilitation programmes; overseeing disaster early recovery operations for response, relief and recovery; 
    • monitoring, evaluating and approving reports on all disaster occurrences; facilitating training, 
    • advocacy and education in disaster management; overseeing the development of sustainable solutions and recovery programmes for IDPs; 
    • coordinating the development and implementation of the departmental strategic plan; 
    • ensuring the development and review of departmental annual work plans and budgets; managing departmental performance; 
    • ensuring compliance with principles and values of good governance, transparency, 
    • accountability, ethics and integrity; 
    • overseeing management of departmental assets and finances; and managing and developing departmental staff.

    Requirements for appointment:

    • served in the grade of Deputy Director, Disaster Management for a minimum period of three (3) years;
    • Bachelors degree in any of the following disciplines:- Disaster Management, Disaster Management and Sustainable Development, Disaster Management and Humanitarian 
    • Assistance, Peace Building and Conflict Management, Geography, Counselling, Psychology, Sociology, Political Science/Government, Physical Science, Natural Resource Management or equivalent qualification from a recognized institution;
    • Masters degree in any of the following disciplines: Disaster Management, Disaster Management and Sustainable Development, Disaster Management and Humanitarian 
    • Assistance, Peace Building and Conflict Management, Geography, Counselling, Psychology,

    Principal Administrative Secretary

    Duties and responsibilities
    The specific duties will include;

    • Deputy to the county secretary;
    • Co-ordination of the day to day administration duties and logistics;
    • Implementation of organisation strategies and policies;
    • Setting and overseeing internal operating rules and regulations;
    • Promote high standards of professionalism in administrative services;
    • Any other duties that may be assigned by the County Secretary.

    Requirements for Appointment
    For appointment to this grade, a candidate must be in possession of;

    • Be a Kenyan Citizen;
    • Have at least ten (10) years relevant experience, five of which should have been at a management level in Public Service or Private Sector;
    • A Bachelor Degree in Social Science from a recognized university;
    • A Master’s Degree or other related qualifications will be an added advantage;
    • Senior Management Course from a recognized institution or its equivalent;
    • Have thorough knowledge of the functions/operations of Government;
