    Supervisory Engineer

    Tasks & Responsibilities

    The Supervisory Engineer will support the COP and Component leads in

    the integration of WKWP components, the formation of a collaborative and productive project team, and a county-led development process. Specific tasks will include:

    • Manage the development and implementation of the WKWP Construction Plan in collaboration with counties, and the WKWP team, with details on siting, locations, type of construction, implementation plan, standards, and monitoring.
    • Ensure timely completion of infrastructure activities by providing quality assurance and quality control for the design and construction of infrastructure in compliance with USAID and Government of Kenya environmental and construction codes, reporting, and management requirements and DAI policies;
    • Ensure compliance with environmental and resilience requirements and meet quality standards
    • Oversee the production of detailed SOWs, RFPs, RFQs, or BOQs the A&E firm contracted under this activity , and provide input on specifications, deliverables, and contract evaluation criteria;
    • Review and advise on contract change (variation) orders as needed;
    • Closely monitor the performance of contractors and supervisory firms – this will require regular attendance at monthly progress meetings;
    • Confirm that infrastructure is tested and operational prior to commissioning, and operators have the capacity and tools to operate infrastructure
    • Manage the relationship with the USAID/KEA A&E firm (as needed) and coordinate with other development partners operating in the region to look for synergies and efficiencies and avoid duplication
    • Assist with the review of construction design documents to ensure they are of high quality and within the context of scope, schedule and budget;
    • Ensure collaboration and use of participatory approaches with communities and county officials. Build capacity for sustainable operation of infrastructure
    • Work to include women and disadvantaged groups both as beneficiaries and as contributors
    • Monitoring and assurance of environment mitigation activities following the EMMP in compliance with Environmental Review Report
    • Contribute to, and participate in, WKWP co-creation, planning, reporting, events and learning activities
    • Supervise the WASH Infrastructure Specialist – Engineer

    Qualifications

    • Bachelor’s degree or higher in engineering or construction management
    • At least 9 years of demonstrated technical expertise, with substantial developing country context experience, in a combination of the following technical areas: community participation, rural water, institutional development, and private sector engagement
    • At least 2 years of demonstrated excellence in a management and leadership position in a WASH construction activity and be a registered professional engineer with the EBK
    • Previous management experience with projects of a similar magnitude and complexity
    • Demonstrated ability to work with a wide range of government and civil society counterparts and donor and UN partners
    • Excellent oral and written communication skills in English

    Accountant

    Tasks & Responsibilities

    • Prepares vendor and payroll tax forms and ensure these are submitted in a timely manner
    • Prepares and submits monthly reconciliation reports for review
    • Monitors and reports on partner/vendor payment schedules and obligations
    • Assists in preparing information for any contractual financial reporting requirements (if applicable)
    • Conducts daily reviews of backup documentation to ensure completeness, accuracy, and full compliance with DAI’s regulations
    • Ensures backup documentation is uploaded to relevant system according to set deadlines
    • Ensures that accounting policies and practices are carried out in accordance with the Kenyan Tax Code; activity internal controls are established and implemented in accordance with DAI policies, USAID rules/regulations, and the terms of the contract
    • Initiates wire requests for field activity implementation
    • Verifies vendor invoices for accuracy
    • Verifies accuracy of expenses, and activity accounting codes
    • Ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments
    • Performs monthly bank reconciliations and routinely monitors bank account balances
    • Compiles backup documentation for all activity related transactions, and ensures completeness and appropriate review and approvals are documented, scans and uploads the backup documents in DAI archiving systems
    • Responsible for maintaining file management systems for soft and hard copy documentation
    • Ensures petty cash is maintained according to maximum petty cash policy, and that all petty cash procedures are followed
    • Uses DAI’s Field Accounting system (FAS), cloud software for backup documentation, and DAI’s operations system (TAMIS)
    • Communicates with the Finance and Operations Lead and Project Management on troubleshooting technical issues.
    • Prepares project expense vouchers (for all offices) ensuring accuracy of expense coding
    • Ensures that taxes are paid, tracked, recorded, and reported to Kenyan tax authorities and USAID

    Qualifications

    • Bachelor’s degree in Accounting at a minimum
    • 8+ years of relevant experience and progressive responsibility in finance and accounting; experience working on USAID-funded activities preferred
    • Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
    • Demonstrated report writing skills in English is required
    • Computer literate with e-mail and word processing. Excellent knowledge of MS Excel
    • Ability to multi-task and prioritize tasks and work as part of a team

    Procurement and Logistics Officer

    Tasks & Responsibilities

    • Develop acquisition plans and present to Finance and Operations Lead on a regular basis
    • Monitor and track procurement activities and delivery status of goods/services
    • Ensure complete backup documentation for procurements is submitted to activity’s Finance Team for payment
    • Perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance
    • Assist and collaborate in external or internal audits, as necessary
    • Ensure integrity, fairness, accuracy, and openness in procurement processes.
    • Ensure DAI/USAID and FAR policies, and procedures are followed and enforced
    • Help activity staff become more familiar, and understand, DAI procurement policies and procedures.

    Operations and Administration Assistant

    Tasks & Responsibilities

    • Oversee the administration of the WKWP Nairobi office, including coordinating equipment maintenance with the relevant departments and managing the procurement of office supplies and other operational needs.
    • Manage the day-to-day business operations of the field office.
    • Ensure reception coverage during business hours.
    • Manage the security of the office premises, property therein, and the motor pool.
    • Organize full-time driver staff and project vehicles and short-term intermittent drivers, as needed, to meet the travel needs of project staff.

    IT Specialist

    Tasks & Responsibilities

    • Local network maintenance and installation (cabling, switches and NIC configuration, TCP/IP, NAT, TCP/IP printing, windows network and domain services on TCP/IP)
    • WAN connectivity and maintenance (internet connection and services and devices configuration and maintenance)
    • Configure staff laptops for Phase 1 procurement and work with home office (OIMT) to configure additional laptops received in the field.
    • Review project office wiring and cabling requirements, and provide technical specifications for these local procurements.

    Learning and Communication Manager

     Tasks & Responsibilities

    The Learning and Communications Manager will work collaboratively with other members of the WKWP team to help communicate progress against Project objectives and expected results. ,

    The Specific responsibilities include:

    • Oversee the maintenance, updating, and project use of the Branding and Marking Plan
    • Develop and implement a Communications and Outreach Strategy to ensure WKWP ability to reach target audiences with the appropriate messages and media.
    • Comply with USAID requirements for Branding, Marking and Communications, obtaining all appropriate approvals and using required formats
    • In collaboration with WKWP team, develop Success Stories for inclusion in Monthly Reports
    • With MEL Lead, develop Learning Agenda and track progress against learning questions including in Pause-and-Reflect sessions
    • Compile and document lessons-learned and technical materials of benefit to project stakeholders and USAID
    • Responsible for all internal and external communication, including response to ad hoc requests from USAID and development and production of project reports
    • Support capacity building in learning and communications practices for activity beneficiaries and partners.

    Qualifications

    • At least 7 years of experience in a combination of CLA and communication roles
    • At least 3 years’ communications experience with donor funded projects; familiarity with USAID a plus
    • Familiarity with WASH a plus
    • Proficiency with desktop publishing and graphics

    Water Services Lead

    Tasks & Responsibilities

    The WRM Lead will support the COP and Component leads in achievement of results identified in the SOW.

    S/He will support the integration of WKWP components, the formation of a collaborative and productive project team, and a county-led development process. Her/His specific responsibilities, conducted with the support of Resource Partners, STTA, and the WKWP team, are to:

    • Identify, adapt, and support implementation of 4–6 SDMs aligned to an equivalent set of rural typologies based on key county characteristics. Where the model calls for PSE for O&M services, help develop contractual models, reporting and oversight procedures, and compensation mechanisms.
    • Collaborate with WKWP Governance Specialists to help counties develop and enact legislation, policy, and financing frameworks to strengthen rural service provision.
    • Increase regulation in the rural sector, particularly where enterprises are not ready for licensing. With county governments, the Water Services Lead will pursue 1) regulation through contract where private O&M contracting is viable; 2) support the adoption of policies by the County Assemblies and operationalization of regulations at the local level; and 3) increased transparency through data, monitoring and benchmarking improvements.
    • Provide targeted support to strengthen operational performance of rural enterprises through a mix of corporate governance, business planning, revenue improvement strategies, customer service, NRW and water quality management capacity building and technical assistance to support the selected SDMs.
    • Support 1) implementation of O&M results-based service contracts; 2) use of tools such as smart billing and payments; and 3) development of strategic and business plans and consumer outreach projects.
    • Facilitate county and service provider co-investment in last-mile measures by helping communities to identify and prioritize needs, mobilizing infrastructure activities and technical assistance to meet those needs.
    • Contribute to, and participate in, work-planning, co-creation, project reporting, project monitoring and result reporting, events, and learning activities
    • Supervise seven direct reports: Rural Water Services Specialists in Bungoma, Busia, Homa Bay, Kakamega, Kisii, Migori, and Siaya while serving as Rural Water specialist in Kisumu County.

    Qualifications

    • A minimum of 8 years of professional experience in fields related to rural water service delivery;
    • Experience and knowledge of working with and directly building the capacity of in the Kenyan rural water sector;
    • An advanced graduate degree in a related field of study preferred, e.g. engineering, natural resource management, environmental sciences, or the social sciences;
    • Experience with donor funded projects preferred;
    • At least three years of management experience;
    • English language written and verbal fluency essential.
