    Senior Project Officer – Monitoring & Evaluation (Marsabit)

    Job Summary 

    The Senior Project Officer (M&E) herein referred to as the M&E SPO oversees all M&E related activities in the county (Marsabit) and works closely with the Nawiri M&E Manager in developing, testing, and refining data collection tools, systems and processes for program monitoring and evaluation, in line with the required CRS and USAID BHA guidelines. The M&E SPO directly supports Systems Strengthening, Social Behavior Change, Gender Youth and Social Dynamics crosscutting sectors and supervises the county M&E Officers and Nutrition Case Management M&E Officers. The M&E SPO works closely with consortium partner and county government M&E staff to ensure data is collected in a timely and accurate manner and entered to the data management platform, so it reflects on the Nawiri dashboards accurately and in a timely manner. As part of local capacity building, the incumbent will work closely with the Caritas and county M&E departments to strengthen the county M&E function. As part of the overall CP MEAL unit, the SPO contributes to learning with other CP MEAL staff during Pause & Reflect (P&R) sessions , catch-up meetings, and other learning events.

    Roles and Key Responsibilities

    • Oversees the M&E function in the county where they are based and works closely with the ICT4D team, Caritas, county government M&E department and other partner M&E staff in the county. 
    • Participate in the design, management, and strengthening of Nawiri M&E systems, ensuring cross-learning in M&E across consortium teams and CRS led-Nawiri partners.
    • Participate in activity-level monitoring and verification of results in the field, including ensuring that data is timely, complete, accurate, and consistent across dashboards, databases, and reports.
    • Work with the county government teams in the roll-out and implementation of the electronic County Integrated Monitoring and Evaluation System (eCIMES) which provides an integrated structure and process for counties to engage stakeholders, plan, govern, manage, and operate independently and in sync with one another.
    • Conduct routine data quality checks with the M&E manager and internal annual data quality assessments and participate in external data quality assessments led by USAID BHA, including supporting the resolution of data quality issues within stipulated timelines. 
    • Participate in the implementation of internal surveys, namely but not limited to, participant based annual surveys (PaBS), post distribution monitoring (PDMs) amongst others. 
    • Recurrent Resilience Analysis (RRA),
    • Liaise and collaborate regularly with Nawiri’s Accountability and Learning (A&L) SPO and POs, sharing project data and emerging trends, to help optimize project team use of M&E data and information for ongoing learning, adaptations and evidence-based decision making. Actively support both county M&E POs on the same, as fitting/ requested. E.g., through periodic P&R sessions (all sectors and levels), quarterly reflection and planning workshops, plus various learning, and dissemination events.
    • Working with the county head of office and sector staff, contribute to the quarterly indicators monitoring report and share results of projects’ quality performance based on monitoring data findings.
    • Help in troubleshooting ICT4D issues in the field and work with sector teams and ICT4D teams to formulate solutions and ensure seamless data collection.
    • Coordinate management and use of ICT4D devices by CRS and partner staff in the implementation areas in line with CRS, USAID-BHA and industry standards.

    QUALIFICATIONS

    Basic Qualifications

    • Master’s degree in International Development, Nutrition, Public Health, Demography, Social Sciences, Statistics, Monitoring and Evaluation, or other MEAL related field is required. Additional experience may substitute for some education.
    • Minimum of four years’ NGO experience in designing and managing monitoring and evaluation systems for moderately complex projects, funded by USAID, preferably in food security and nutrition related projects.
    • Knowledge of USAID MEL technical principles, guidance, and concepts and experience collecting USAID indicators a distinct advantage
    • Experience and skills in partner relationship management, staff supervision, participatory action planning and community engagement is a plus.
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems, knowledge-sharing networks.
    • Experience in using data analysis software is preferred (SPSS, STATA, EpiInfo, Nutrisurvey).

    • Participate in data verifications, field monitoring, simple analyses and in collaboration with the project Project Officer - Accountability and Learning (A&L) per county, in reflective review sessions using monitoring data and trends to contribute field-based insights to project discussions, programmatic adjustments, evidence-based decision-making and learning.
    • Conduct data quality checks with the SPO - M&E and internal assessments. When required, participate in external data quality assessments led by USAID BHA, and support the resolution of data quality issues.

    Project Officer - Data Analyst

    Job Summary 

    The Project Officer – Data Analyst plays a critical role in ensuring Nawiri effectively uses its data for making evidence-based decisions and drive continuous improvement. Nawiri collects a lot of data and current utilization is currently low besides reporting. The data analyst will work closely with the sector teams to analyze data further and develop trends, regression analysis and cross tabulations that will be useful in showing the direction of change.  They work closely with the M&E team to ensure that both Nawiri custom and USAID BHA indicators are calculated accurately according to the performance indicator reference sheets (PIRS), correctly tabulated and entered on the indicator performance tracking table (IPTT). They also verify participant based annual survey (PaBS), Recurrent Resilience Analysis (RRA) data and ensure it is correctly analyzed and reported.

    Roles and Key Responsibilities

    • Participate in designing data collection, cleaning and analysis methods and preprocessing structured and unstructured data to ensure its quality and reliability.
    • Create and execute machine learning algorithms and statistical models for routine monitoring data and special surveys.
    • Work with the sector and information and communication technology for development (ICT4D) teams to explore and visualize data to identify patterns, trends, and relationships, and presenting the results and suggestions to relevant parties by using easily understandable visuals and concise reports.
    • Ensure the effectiveness of data models through rigorous testing and analysis and evaluating the performance of data models and refining them as needed.
    • Ensure the indicator performance tracking tables (IPTT)/dashboard accurately represent USAID/BHA requirements including indicator calculations from Participant based Annual Survey (PaBS), Recurrent resilience analysis (RRA), and post distribution monitoring (PDMs) amongst others.
    • Ensure learning consistently accompanies project activities throughout the project cycle through collaboration with other ICT4D professionals, documenting data models, configurations, and procedures to ensure that other team members can understand and maintain the system effectively.

    QUALIFICATIONS

    Basic Qualifications

    • Bachelor’s degree in statistics, data science, computer science, or another quantitative field is required. Formal/certification in relational databases and/or advanced visualization platforms is an added advantage. Additional experience may substitute for some education qualifications.
    • Minimum of 4 years of work experience in project support, ideally in the field of statistics, data science, modelling, and data analysis.
    • Proficiency in programming languages commonly used in data science, such as Python or R. These languages are used for data manipulation, analysis, visualization, and model development.
    • Strong understanding of statistical concepts and techniques, including hypothesis testing, regression analysis, time series analysis, and probability theory. Statistical knowledge is crucial for data exploration, model building, and evaluating the significance of results.
    • Knowledge of machine learning algorithms and techniques for supervised learning, unsupervised learning, and reinforcement learning. This includes algorithms for classification, regression, clustering, dimensionality reduction, and ensemble methods.
    • Skills in data wrangling and manipulation to clean, preprocess, and transform raw data into a suitable format for analysis. Proficiency in libraries like Pandas (Python) or dplyr (R) for data manipulation tasks.
    • Ability to create effective visualizations to communicate insights from data. Proficiency in data visualization libraries such as Matplotlib, Seaborn, ggplot2, PowerBi, ArcGIS or Plotly for creating plots, charts, and interactive dashboards.

    Administrative Officer

    Job Summary: 

    The Administrative Officer will coordinate the provision of responsive, effective, and efficient administrative services in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable.     Project Officer – Accountability & Learning (Marsabit)

    Job Summary: 

    The Project Officer – Accountability and Learning (A&L) will provide concrete day to day accountability and learning support to a range of Nawiri stakeholders across and beyond consortium teams, in line with agreed A&L/ MEAL priorities, CRS program quality principles and standards, donor guidelines and industry good practice. This is to advance the delivery of responsive, high-quality consortium programming with and for highly vulnerable project target communities. S/he will ensure that the project consistently applies strong accountability systems and guidelines that enable effective listening to and understanding of the diverse needs of the women and men, girls, boys and vulnerable groups we serve, to help ensure that those perspectives and needs are reflected in Nawiri’s adaptive programming, decision-making and ongoing interventions. S/he will facilitate the effective interpretation and use of emerging Nawiri learning and M&E data and trends, to support the development and institutionalization of information and knowledge products, to continually improve the quality of consortium work and maximize responsiveness to those we serve.

    Roles and Key Responsibilities:

    • Play a leadership role embedding and supporting a culture of learning and adaptation across Nawiri/ county government initiatives in Marsabit, with SPO A&L support, on an ongoing basis.
    • Actively strengthen the consolidation and timely use of emerging learning from various sources including field activities, M&E data/ trends and Nawiri’s Learning and Adaptation Tracker (LAT), including by co-facilitating and supporting Pause & Reflect (P&R) sessions across Nawiri teams and locations. 
    • Extensive facilitation/ co-facilitation of diverse in-county consortium planning meetings (monthly county and sub-counties as fitting), workshops and wider multi-team/ multi-stakeholder platforms. Co-produce rigorous reports on the same.
    • Support Marsabit Nawiri teams to regularly update the LAT. Consolidate and share this monthly with the SPO A&L and SLL. Share monthly FCRM report with SPO A&L and SLL.
    • Share significant A&L findings with in-county Nawiri and MEAL teams on a timely basis, to enhance project responsiveness and accountability. 
    • Support consortium staff and teams to draft various learning products based on Nawiri activities, achievements and learning, including Learning Briefs, Success Stories and Case Studies, with support from the A&L SPO and SLL. Actively use feedback provided to strengthen own and wider team drafts.
    • Contribute to A&L initiative documentation for consortium, CRS & quarterly donor reports, as requested/ required. 
    • Collaborate closely with the SPO for A&L and the Isiolo PO for A&L for mutual sharing, learning, support and cross-county learning.
    • Actively engage in diverse consortium initiatives in Marsabit County, across sectors and locations, to promote and expand the consortium culture of accountability, learning and adaptation.  
    • Help identify significant learning & adaptations that can be leveraged for routine reflection, planning, adaptations and learning products.  
    • Continue promoting a vibrant accountability culture in the consortium through strengthening team capacity on Nawiri’s Feedback, Complaints and Response Mechanisms (FCRMs) and related e-platforms (CommCare and YouTrack) on an ongoing basis, through mentoring, follow-up, OJT and refresher sessions as necessary.  
    • In close liaison with Nawiri in-county M&E managers and teams, support compliance with consortium, agency and donor A&L policies, procedures, processes and requirements, including operationalization of Nawiri’s Detailed Implementation Plan (DIP) and MEAL plan (SMILER+).
    • Facilitate the engagement of MSP-N members (county & sub-county), consortium partners and other key actors in processes to identify, learn from, document and share Nawiri achievements, lessons learned, success stories and good/ best practices, with A&L SPO and Nawiri county team support.
    • In collaboration with Nawiri Systems and Institutional Strengthening (SIS) team, strengthen the A&L capacity of county and sub-county Multisectoral Platform for Nutrition (MSP-N) members among others, to enhance county government accountability. Includes raising awareness on CRS accountability and learning policies and procedures and Humanitarian Accountability Partnership (HAP) standards.
    • Support timely, audience-friendly communication and engagement with Nawiri participants and other relevant stakeholders on Nawiri progress. 
    • Participate and/ or support SIS team on A&L-related county forums including MSP-N meetings, M&E TWG meetings and wider/ county accountability forums.
    • Liaise closely with the M&E county manager and team to foster and support timely county team analysis and interpretation of emerging data, for effective programming, learning and adaptations, as requested and guided.

    Senior Project Officer – GIS & Visualization

    Job Summary 

    The Senior Project Officer – GIS & Visualization works with the Nawiri team to identify the most useful analysis to undertake on data that is available in database and visualize the analyzed results in a format that useful for decision making and reporting. The Senior Project officer will utilize advanced data analysis and visualization platforms that support analysis of regular and big data to provide the required analysis. S/he will build the capacity of technical staff in utilizing the visualization platforms and in identifying useful analysis for their work. Visualization will also be in the form of maps, using the latest GIS tools and platforms to show Nawiri implementation and community-based assets such as water points, farmer fields, meeting points. The officer will also be called upon for form building using CommCare and visualization using PowerBI when the need arises.

    Roles and Key Responsibilities

    • Design and implement the data analysis and visualization initiatives for Nawiri that will ensure consistent and timely access to high quality and useful analysis and visuals for information sharing, reporting and adaptive management.
    • Develop interactive activity maps that shows the location of the RFSA community structures (e.g. water points, anchor groups, health units) in consultation with sector teams.
    • Ensure project documentation for data analysis, mapping, and visualization is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

    Project Manager - Monitoring & Evaluation

    Job Summary 

    The Project Manager – Monitoring & Evaluation (M&E) herein referred to as the M&E Manager for Nawiri will assist with developing, testing, and refining data collection tools, systems, and processes for program monitoring and evaluation, in line with the required CRS and USAID BHA guidelines. The M&E Manager will support activities under the direction of the M&E Lead and supervise the county Senior Project Officers - M&E. The M&E Manager will lead data quality assessments and surveys, build capacity of field M&E and non-M&E staff, and ensure that project data reflects on the Nawiri dashboards accurately and in a timely manner. As part of local capacity building, the incumbent will work closely with both  county government M&E departments to strengthen the function. As part of the overall CP MEAL unit, the M&E Manager will contribute to learning with other CP MEAL staff during Pause and Reflect (P&R) sessions, catch-up meetings and other learning and sharing events.

    • Provides leadership to the M&E teams based in the counties and works closely with the ICT4D team, Caritas, and other consortium partner M&E staff. 
    • Assist the M&E Lead to design, manage, strengthen, and provide strategic direction to the Nawiri M&E systems, ensuring cross-learning in M&E among CRS led-Nawiri partners and collaborating with the Mercy Corps led Nawiri M&E team.
    • Assist with activity-level monitoring and verification of results in the field, including ensuring that data is timely, complete, accurate, and consistent across various dashboards, databases, and reports.
    • Support the ongoing roll-out and quality implementation of the electronic County Integrated Monitoring and Evaluation System (eCIMES), which provides an integrated structure and process for counties to engage stakeholders, plan, govern, manage, and operate independently and in sync with one another.
    • Liaise and collaborate regularly with Nawiri’s Accountability and Learning (A&L) SPO and team, to help optimize project team use of emerging/ updated M&E data, trends and information for ongoing program learning, adaptations and evidence-based decision making. 
    • Working closely with project sector leads, develop relevant data collection tools and protocols that reflect the activity’s needs, and lead compilation of quarterly scorecard.
    • Conduct data quality checks and internal assessments and participate in external data quality assessments led by USAID BHA, including the resolution of data quality issues. 
    • Oversee the implementation of internal surveys, namely but not limited to, USAID Nawiri’s participant based annual survey (PaBS), Recurrent Resilience Analysis (RRA), post distribution monitoring (PDMs) amongst others.

    M&E Database Specialist

    Job Summary 

    The M&E Database Specialist oversees the ICT4D functions of the Nawiri activity. The incumbent is primarily responsible for ensuring the Nawiri database is functioning properly, and dashboard is up to date. They work closely with the M&E and A&L team to ensure that both Nawiri custom and USAID BHA indicators are calculated accurately according to the performance indicator reference sheets (PIRS), correctly tabulated and visualized on the Nawiri dashboard, support FCRM utilizing Commcare, YouTrack and PowerBi. The position supervises the Senior Project Officer - GIS/Visualization and works closely with the M&E Manager and field-based M&E and project implementing teams to troubleshoot ICT4D related issues and provide solutions. This includes ensuring Nawiri has adequate ICT4D infrastructure, and that software is up to date and licenses paid up, in line with CRS data processing and protection guidance.

    Roles and Key Responsibilities

    • Manage and ensure the Nawiri database design, implementation and maintenance meet the CRS requirements, including developing and optimizing SQL queries, stored procedures, and other database objects to ensure efficient data retrieval and manipulation.
    • Ensure Nawiri databases are up to date for FCRMs, Nawiri indicators and specialized surveys such as the recurrent resilience analysis (RRA), Participant based Annual Survey (PaBS), Annual Report, Nawiri Scorecard, and post distribution monitoring (PDMs) amongst others.
