    Human Resource Manager

     HR Policy Implementation and Compliance

    • Implement and enforce HR policies and procedures in alignment with organisational goals, local labour laws, and donor requirements.
    • Ensure compliance with employment regulations, including contracts, employee rights, benefits, and health and safety standards.
    • Maintain and update HR records, ensuring accuracy, confidentiality, and compliance with data protection laws.

    Recruitment and Talent Management

    • Manage the recruitment process, from job postings tcandidate screening, interviewing, and final selection.
    • Coordinate the onboarding and orientation of new employees, ensuring smooth integration intthe team.
    • Collaborate with hiring managers tidentify staffing needs and develop recruitment strategies.
    • Support succession planning and career development initiatives tpromote employee growth.

    Employee Relations and Performance Management

    • Serve as the primary contact for employee relations issues, providing support and advice tstaff and management.
    • Lead the performance management process, including setting goals, conducting performance reviews, and providing feedback.
    • Facilitate conflict resolution and maintain a collaborative work environment.

    Training and Capacity Building

    • Identify staff training needs and develop programmes tenhance employee skills and performance.
    • Organise capacity-building initiatives, such as workshops, mentorship schemes, and professional development opportunities.
    • Ensure that staff are regularly trained on HR policies and procedures.

    Compensation and Benefits Administration

    • Oversee payroll processing, ensuring timely and accurate payment of salaries and benefits.
    • Manage employee benefits programmes, including health insurance, pensions, and leave entitlements.
    • Review compensation structures tensure competitiveness and alignment with the project's financial capacity.

    HR Data Management and Reporting

    • Maintain accurate HR records and generate regular reports on key HR metrics, such as headcount and staff turnover.
    • Use HR data tinform decision-making and provide insights intworkforce trends.
    • Ensure confidentiality and data protection for all employee records.

    Compliance and Risk Management

    • Ensure compliance with all relevant labour laws and workplace regulations.
    • Conduct regular reviews of HR practices tidentify risks and ensure alignment with organisational policies.
    • Manage employee grievances and disciplinary actions in line with organisational guidelines.

    Other Duties

    • Collaborate with the Finance and Admin teams tensure efficient coordination between HR and other departments.
    • Perform additional HR-related tasks as required by the Head of Finance and Admin or project leadership.

    Qualifications

    • Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
    • Professional HR certification is preferred.

    Experience

    • Minimum of 8 years of experience in HR management, preferably in development environment.
    • Comprehensive knowledge of Kenyan labour laws and HR best practices

    Terms of Reference for Assessment Consultancy

    Purpose and Scope of work
    The main purpose of this consultancy is to conduct a Qualitative Situation Analysis to understand the overall context, needs and conditions in the camps (including the camps catchment areas) and to perform Service Mapping to identify and document the available services and resources for the affected populations.
    You will work closely with the Monitoring and Evaluation (Tathmini) team to perform these, and other roles.
    Scope of work and deliverables.

    Developing Research Protocol:

    • Develop a research protocol tailored to the requirements of the research, including methodologies for qualitative assessments through Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and transect walks.
    • Submit the finalized research protocol for approval by CBCC Africa and relevant partners.

    Designing Data Collection Tools:

    • Develop qualitative data collection tools for Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and transect walks.
    • Collaborate with CBCC Africa to finalize and approve the data collection tools before field implementation.

    Data Collection:

    • Lead the qualitative data collection process in the 5 counties (with support from CBCC M&E team), including conducting Key Informant Interviews (KIIs), facilitating Focus Group
    • Discussions (FGDs), and conducting transect walks.
    • Provide virtual training to CBCC Africa’s research assistants, emphasizing the methodologies and intricacies required for conducting this specific assessment, ensuring alignment with research ethics and data quality standards.
    • Monitor data collection activities, ensure data quality checks, and address any issues that arise during fieldwork.
    • Data will be collected simultaneously in the 5 counties within 2 days.

    Data Analysis:

    • Conduct rigorous and robust analysis of qualitative data collected using appropriate qualitative analysis techniques.
    • Synthesize findings to develop key insights and themes relevant to the study objectives.

    Report Writing:

    • Draft a comprehensive qualitative assessment report presenting detailed findings from Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and transect walks.
    • Incorporate specific recommendations on targeted Social and Behaviour Change (SBC) interventions related to the identified priority behaviours.
    • Submit a draft report for feedback and approval by CBCC Africa and relevant partners.

    Timelines

    • This consultancy will take place in the month of June 2024 with the final report submitted within a timeframe of 30 days.

    Qualifications:

    • The consultant should possess an advanced degree in social sciences, public health, development studies, or related fields.
    • Proven experience in social and behaviour change (SBC) programming and humanitarian responses.
    • Specific experience in child protection issues, particularly in emergency or disaster contexts
    • Strong background in qualitative data collection and analysis
