    Programme Associate

    Purpose

    Under the supervision and guidance of the Regional HIV/AIDS Adviser in collaboration with the Regional ECD Adviser, the Programme Associate supports the HIV and ECD sections by carrying out a range of programme support functions to help develop, implement and monitor their portfolios, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

    The Programme Associate works in close collaboration with a range of staff in the Regional Office (RO), external partners and agency counterparts in support of the sections’ work. S/He provides regular feedback on the status of activities through monitoring milestones and advises on improvements to keep activities on track.

    Major Duties and Responsibilities

    •  Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping Regional Advisers informed and advised on actions for decision and/or follow up
    •  Providing lead administrative support on the development and management of individual and institutional contracts for the HIV and ECD sections.
    •  Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary.
    •  Carrying out transactions in VISION pertaining to grants and programme-related items for his/her sections including but not limited to registering grant allotments and tracking expiring programme grants.
    •  Preparing periodic and ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
    •  Manage key section processes including attendance and leave planning and tracking, workplan development and reporting, events tracking, communication tree and trip authorizations and reporting, including raising travel requests and supporting travel related logistics (ticket, hotel, visa etc).
    •  Support further development of HIV and ECD enterprise content management (ECM) and collaboration SharePoint, including with organization, adding contact and facilitating online interaction.
    •  Organize all logistical and financial arrangements for internal and external meetings for the sections.

    Key Expected Results

    •  Contracts (individual and institutional) and budgets are well-monitored, including provision of monthly reports to HIV and ECD Advisors and ensuring timely utilization, in both Sections.
    •  Programme Coperation Agreement (PCA) (s)managed effectively and Direct Cash Transfers (DCTs) cleared in a timely manner.
    •  Guidelines and timelines adhered to by both HIV and ECD sections in attendance tracking, leave planning, trip reporting, updating events calendar, and other standard processes.
    •  Timelines for donor reports tracked regularly with inputs provided as needed.
    •  Improved HIV and ECD SharePoint sites with active engagement from RO and Country Offices (COs).
    •  Contributions to HIV and ECD section meetings in generating topics, taking notes and occasionally chairing

    Education

    • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

    Experience

    • A minimum of six years of administrative or clerical work experience is required. Prior experience in programme support functions is an asset. Relevant experience in a UN system agency or organization is considered as an asset.

    Language Requirements

    • Fluency in English is required. Knowledge of a second UN and/or local working language of the duty station an asset.
