    Program Manager - Youth

    Job Responsibilities:

    •  Support the development and contribute to the implementation of CRS Kenya youth projects utilizing standards, tools and best practices in youth programming that effectively engage stakeholders in the youth sector. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and innovation.
    •  Closely work with Social Behavioral Change team and develop comprehensive behavioral change strategies and plans.
    •  Provide technical solutions to multi-sector teams, remotely and on-site, for strategic planning and how to best apply standards , best practices, partnership principles, tools, and M&E, helping to ensure high-quality implementation.
    •  Support Kenya MEAL team to include youth perspective in research, mid-term and end line evaluations and mainstream sex and age disaggregated and youth-sensitive indicators into the overall MEAL framework. Contribute to developing indicators, milestones and plans, and lead reporting on all indicators for youth integration, and program progress.
    •  Provide dynamic leadership, technical support, and team coordination, including ongoing technical guidance and support in youth integration and empowerment and build their knowledge and technical capacity to implement and monitor youth skills programming.
    •  Support capacity strengthening initiatives in youth programming for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
    •  Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the Youth learning agenda .
    •  Contribute to maintaining relationships with donors, peer organizations, research, and other institutions, participate in forums in the area of Youth programming collect and share best practices and promote CRS’ work.
    •  Actively support and participate in the business development initiatives to grow the youth portfolio.

    Key Working Relationships:

    Internal: Chief of Party, Country Representative, Head of Programming, Programming staff, Finance Manager, Deputy Regional Director for Program Quality, Regional Technical Advisors, HQ based Public Donor Liaison.

    External: Donor, government agencies, partner INGOs and local NGOs, peer agencies, community representatives, private sector actors, including financial institutions.

    Qualifications

    Typical Background, Experience & Requirements:

    Education and Experience

    • Masters-level education in Development Studies, Social sciences, Business Administration, or related field relevant to youth programming.
    • Minimum of five years of relevant work experience in youth-focused or youth-sensitive programming in Kenya with progressive responsibilities, ideally with an international NGO.
    • Familiarity with any of the youth frameworks is strongly preferred.
    • Knowledge of youth capacity strengthening best practices.
    • Demonstrated capacity and experience with institutional strengthening of local implementing partners.
    • Experience with program monitoring and evaluation and analysis.
    • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners.
    • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

    Senior Human Resources Officer

    Key Responsibilities

     

     

     

    •  Complement the HR Manager in providing strategic guidance and coaching to guide senior management, HR Managers in sub-offices and supervisors to mitigate risk on complex HR issues, in identifying, understanding and implementing county-program policies and practices related to workforce planning, REDI, safeguarding, performance, discipline, positive employee relations and related topics.
    •  Provide oversight on recruitment processes and ensure that that all phases of staff recruitment processes are conducted in an efficient manner and in accordance with CRS policies and procedures. Support CPs’ Senior Management Teams and hiring managers in Job Description development and job alignment to the band, ensure JDs and selection processes are aligned with Respect, Equity, Diversity, Inclusion (REDI) requirements and develop and maintain REDI recruitment data management procedures.
    •  In consultation with the HR Manager, support in salary administration including making salary offers, reviews and alignment as per the compensation guidelines and salary structure
    •  Review of onboarding and offboarding data analysis reports to determine the successes and areas for improvement
    •  Lead in the management of the Staff Provident Fund scheme including oversight on day-to-day administration, liaison with service providers to ensure efficiency and compliance with legal requirements and CRS policies
    •  Serve as the primary gender focal point for HR, participate and take lead in gender action planning and implementation.
    •  Establish an effective approach to understanding, reducing, and resolving employee relations matters. This will include supporting supervisors improve team management skills, deal firmly and promptly with performance issues, and manage staff related conflicts effectively; advising management on confidential and complex human resources and employee relations issues and liaising with local legal counsel as needed
    •  Advise managers on the interpretation/application of HR policies and procedures. Support in review and alignment of HR policies with global, local laws and best practices
    •  Conduct periodic analysis and surveys to monitor the culture to ensure staff actions reflect CRS guiding principles where respect, equity, diversity and inclusion are valued.
    •  Support the HR Manager to develop staff succession and retention strategy in consultation with Senior Management
    •  Review and assess effectiveness of HR support in field offices and develop action plans to address gaps/challenges.
    •  Identity initiatives, activities, and opportunities for innovation and improvement of the HR function services for improved service delivery
    •  Represent the HR Manager in internal and external meetings and serve as the primary back up

    Deputy Finance Manager

    Roles and Key Responsibilities:

    • Oversee accounting processes, policies, and service delivery and maintain accounting controls to ensure accurate, complete, and timely recording and management of financial transactions and internal controls in compliance with CRS’ financial management policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements.
    • Ensure setup and maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package. This will include following of invoice approvals in insight and clearing out exception reports for the purpose of month end closure tasks.
    • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
    • Support in the preparation of and analysis of donor reports and other financial reports for various internal and external stakeholders ensuring their timely submission and attend regular meetings with them when required.
    • Support in the business proposal development in fundraising activities for both co-operative agreements and contracts with the business development team and be actively involved in the budget preparation including review of new project proposals for internal & external submission.
    • Prepare, monitor, alert the program manager, facilitate, and manage the process of closing expiring grants within the ninety (90) days period as required in the grants closure period.
    • Perform and support in assigned accounts payables and treasury duties (partner disbursements and liquidations) duties, as long as segregation of duties is ensured as per the job roles/personas.
    • Review and analyze financial reports, including cost allocation of shared costs, to verify financial transactions. Prepare balance sheet account reconciliations to ensure all transactions are accurately stated and appropriately classified. Work with relevant staff to address irregularities and resolve accounting issues and ensure correction of accounting entries and payroll.
    • Serve as the key point person on all issues related to financial transaction records. Provide proactive advice, support, and capacity building to managers, staff, and subrecipients to ensure compliance with standards and proper records of financial transactions, as well as to support strengthening of internal control.
    • Ensure financial reports are generated accurately and disseminated timely as per established reporting schedules and assist staff and subrecipients with financial reports analysis.
    • Oversee maintenance of a good filing system of required supporting documentation to ensure easy access and retrieval, and a reliable and easy to follow audit trail.
    • Ensure efficient management of cash flows and availability of sufficient and optimal cash in the CP’s operating account through monitoring cash balances (both cash-in-bank and cash-on-hand), preparing bank reconciliations, analyzing, and forecasting cash needs.

    •  Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of Oracle Enterprise Resource Planning (ERP) financial accounting software package or similar financial reporting software preferred and an additional advantage.
