    Environmental Information System (EIS) Network Design and Configuration Expert

    Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review.

    With funding from the Global Environment Facility (GEF) project titled "Systemic, institutional and individual capacity for the implementation of the Rio Conventions in the Republic of South Sudan", UNEP Africa Office is providing project execution support to the South Sudan Ministry of Environment and Forestry (MoEF).

    • The Science Division of UNEP serves as the GEF Implementing Agency for the project, designed as part of the GEF’s Cross-Cutting Capacity Development (CCCD) program, and approved for implementation during its sixth replenishment cycle (GEF6).
    • The post is located in Nairobi, Kenya in UNEP Africa Office under the supervision of the Regional Coordinator, Africa Office and the UNEP GEF Project Officer.
    • This expert will support MoEF and the South Sudan National Environmental Information Network (SSNEIN) by performing the following tasks:
    • undertake a detailed analysis of existing software and hardware capabilities in the existing core environmental data producers in South Sudan,
    • develop guidelines for data management, data exchange and systems interoperability to support a functional EIS,
    • draft training guide(s) for data collection and curation to be incorporated in the EIS manual, including a guidance notes that the sector agencies can use for the compilation and collection of data, and
    • compile a list of the standardized hardware and software for consideration in an incremental program to build their capacities and ensure full operationalisation of the EIS to meet its intended goals.

    Qualifications/special skills

    • Advanced university degree (Masters’ or equivalent) in computer programming and network development is required.
    • A minimum of 8 years of work experience in managing large corporate networks is required
    • Demonstrable knowledge of a robust computer network system with proven functional business intelligence platform (BIP) is required

    Administrative Officer, P3

    Responsibilities

    • Supports the Senior Administrative Officer in policy guidance for the organization, on conceptual strategy development and management of the implementation of overall strategies policies and procedures in the areas of administration, facilities management, asset management, enterprise risk management, audit management and liaison, travel, archives and records management.
    • Supports UN Management Reform activities on behalf of UNEP, coordinate with the United Nations Office at Nairobi (UNON), UN Secretariat in New York, and other UN entities on issues related to operations including common back office and the Business Operations Systems(BOS) work programmes.
    • Supports the Senior Administrative Officer in supervising the Operations and Risk management Section in carrying out the facilities management, asset management, travel, archives and records management, enterprise risk management, audit management and liaison.
    • Liaises with UNON and other service providers (UNOG, ESCAP, UNHQ etc.) to support UNEP and act as an intermediary between UNEP Divisions and MEAs and the service providers where technical support is required.
    • Undertakes ongoing review of all service providers and processes with service providers with a view to increasing the partnership and efficiency and cost-effectiveness for UNEP of the arrangements.
    • Manages and provides advice on interagency agreements and service providers to UNEP such as UNOPs, UNDP and other entities.
    • Supports the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
    • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
    • Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
    • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
    • Coordinates activities and projects undertaken by the section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion

    • Working experience with Enterprise Risk Management (ERM) / risk management procedures is required.
    • Working experience in audit coordination processes is required.
    • Experience working with MS Office package is required.

    Responsibilities

    Human Resources Management:
