    Senior Finance and Budget Assistant

    Responsibilities
    Budget:
     

    • Acts as Certifying Officers on behalf of and in the absence of programme managers at offices outside headquarters.    
    • Undertakes reviews, analyses and preparation of the medium-term plan and its revisions.        
    • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates.  
    • Assists managers in the elaboration of resource requirements for budget submissions.  
    • Undertakes research and provides support to higher level Finance and Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.  
    • Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.  
    • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.  
    • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.  
    • Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.  
    • Assists in the preparation of budget performance submissions.  
    • Assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.  
    • Monitors integrity of various financial databases.  
    • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.  
    • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.  
    • Reviews incoming payment instructions with regard to banking details and sources of funds.
    •  Prepares payments for final disbursement by Cashier Initiates receipts and deposits for all incoming funds and pass it to United Nations Office at Nairobi (UNON) for recording.  
    • Notifies payees of status of payments.  
    • Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.  
    • Record expense reports from Implementing agencies of the fund as well as adjustments of expenses reported in prior years.  
    • Follows-up on audit recommendations.  
    • Files and archives as required.   

    General:  

    • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.  
    • Provides guidance, training and daily supervision to other general service staff in the area of responsibility.  
    • Provide back up and advisory service to Multilateral Environment Agreements (MEAs) for which UNEP provide Secretariat services.  
    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.  
    • Assists with visualizations and updating information material such as web pages or brochures.  
    • Performs other related duties, as assigned.

    • Experience in Enterprise Resource Planning (ERP) systems especially focusing on financial reporting, donor reporting and clean up of open items in the UN ERP System (Umoja) or other SAP based ERP systems, is required.    
    • Working experience with data analysis, reconciliations and International Public Sector Accounting Standards) IPSAS reporting is desirable.    
    • Experience in the analysis of financial records and preparing trust fund reports is desirable.    One (1) year or more of experience in data analytics or related area is desirable.

    Deputy Director, Programme

    Responsibilities

    • PROGRAMME:  Supports the Director in promoting a culture of results by coordinating the implementation of the results roadmap including by enhancing UNEP’s reporting and communication on results as well as by increasing the use of data. Ensures that the outputs produced by the Division maintain high quality standards.   Ensures that all outputs produced by the Units under her/his supervision meet required standards before completion to ensure they comply with the relevant mandates. Represents the Division at international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions. Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.  
    • COORDINATION:  Co-ordinates and oversees the preparation of reports for presentation to inter-governmental bodies, including the General Assembly, the UN Environment Assembly, the Committee of Permanent Representatives based in Nairobi, the Advisory Committee on Administrative and Budgetary Questions, Committee for Programme Coordination, the  Economic and Social Council, and other policy-making organs, as appropriate. Under the guidance of the Director, reports to inter-governmental bodies on programme performance on the Medium-Term Strategy and the Programme of Work. Supports the Director in fostering teamwork and communication among staff in the Division and across organizational boundaries.  
    • MANAGEMENT:  Assists the Director in preparing the work plan of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. Oversees the day-to-day management of activities undertaken by the Division, ensures that programmed activities are carried out in a timely fashion. Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (e-PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.     Programme Management Assistant

    Responsibilities

    • Assist in the coordination of electric mobility programme/project planning and preparation work, monitor status of programme / project proposals and receipt of relevant documentation for review and approval.  
    • Compile, summarize, and present basic information/data on the electric mobility programmes /project and related topics or issues.

    Senior Programme Management Officer

    Responsibilities

    • Leads, sets priorities and manages the development, implementation and evaluation of UNEP’s Major Groups and Stakeholders programme in line with UNEP’s Stakeholder Engagement Handbook and in accordance with the Rules of Procedures of the United Nations Environment Assembly and established practice.  
    • Coordinates policy development related to a strengthened engagement of Major Groups and Stakeholders in the United Nations Environment Assembly and its subsidiary organs, including the Committee of Permanent Representatives and other UNEP-led intergovernmental processes.  
    • Undertakes surveys related to Major Groups and Stakeholders; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions and recommendations.    
    • Prepares substantive outputs, including background papers, analysis, substantial sections of reports and studies and internal briefing notes on the contribution of Major Groups and Stakeholders in improving the global environment.  
    • Oversees the accreditation of Major Groups and Stakeholder to the United Nations Environment Assembly, in line with applicable rules and regulations.  
    • Maintains regular and constructive relations with Major Groups and Stakeholder accredited to the United Nations Environment Assembly, including through UNEP’s Major Groups Facilitating Committee.  
    • Designs and conducts training workshops, seminars, and gives presentations, lectures, briefings related to stakeholder engagement in environmental matters.  
    • Contributes to relevant activities related to budget, resource-mobilization and funding in support of Major Groups and Stakeholders engagement (programme/project proposals, progress reports, financial statements and donor reports, and ensures preparation of related documents/reports (pledging, work programme, programme budget.  
    • Coordinates the Unit’s strategic collaboration with other parts of UNEP, including substantive Divisions and Regional Offices on follow-up of mandates and processes and ensures consistency of approaches and actions within UNEP with regards to Major Groups and Stakeholder engagement in UNEP activities.  
    • Establishes and maintains partnerships, undertakes consultations and liaises on substantive issues with relevant Member States, international organizations and institutions, private sector entities, non-governmental organizations, media representatives and other stakeholders, and maintains, promotes and facilitates operational partnerships and collaboratives undertakings. Initiates, oversees and ensures dissemination of relevant knowledge products and relating to the promotion of Major Groups and Stakeholders participation, internally and externally.  
    • At the request of the Director, represents UNEP at relevant conferences, meetings, working groups, workshops, trainings, and presentations relating to the participation of Major Groups and Stakeholders.  
    • Manages the day-to-day operations of the Civil Society Unit and coordinates the division of work among the team members.

    Intern - Environmental Affairs

    Under the direct supervision of the Programme Coordination Officer, and the overall guidance of UNEP's Global Environment Facility (GEF) Executive Coordinator, the intern will:

    • Contribute to research on selected operational topics such as GEF policies, compliance and efficiency.
    • Assist in GEF Portfolio disclosure on key platforms such as UNEP Open Data and GEF Portal.
    •  Assist in handling internal processes including project registry and follow up.
    • Respond to requests for GEF portfolio data, working with other team members to gather necessary information and articulate a response.
    • Support in communication and outreach activities.
    • Assist in following up with five GEF Focal Areas to identify and pre-empt issue and ensure reports are delivered on time.
    • The Internship is for 6 months and UNPAID. Interns work five days per week (40 hours) under the supervision of a staff member in the department or office to which they are assigned.
    • Interns are not financially remunerated by the United Nations. Costs and arrangements for travel, visas, accommodation and living expenses are the responsibility of interns or their sponsoring institutions.

    • Preferred Area of Study: academic background in environmental sciences/management, public policy, business administration, or a related field.     • Candidate should demonstrate keen interest in the work of the United Nations and have a personal commitment to the ideals of the United Nations Charter.

    Faith & Ecosystems Coordinator

    The Individual Contractor will perform the following tasks:

    • Facilitate the Faith for Earth engagement of the Coalition councils, including activities for World Environment Day and World Youth Skills Day.

    Qualifications/special skills

    • A Bachelor’s Degree in Law with knowledge of UNEP, international organisations, and interreligious dialogue is required.
    • A minimum of 3 years of suitable experience in areas relevant to programme management and delivery, multistakeholder engagement within the UN System, first-hand knowledge of engaging faith-based organisations, interreligious dialogues and knowledge of how UNEP operates is required.
