    Director, Corporate Services

    Job Summary:

    The Director Corporate Services is responsible to the Chief Executive Officerforproviding corporate services support to technical directorates and divisionsbyleading, overseeing and coordinating the functions of Finance and Accounts, Human Resource and Administration, Information and CommunicationsTechnology and Corporate Communications to improve organizational processes, quality, productivity, and efficiency.

    KEY DUTIES AND RESPONSIBILITIES

    • Plan, Coordinate, organize and oversee the corporate services functionsincluding the activities of Human Resource and Administration, Informationand Communication Technology, finance and accounts divisions, departments, sections and units;
    • Oversee the development of policies, plans and strategies in the functional areas of Finance, HR and Administration, Information and CommunicationTechnology services;
    • Oversee the development and implementation of sound financial management policies and procedures for the Institute;
    • Foster a team work culture to promote productivity that reflects the valueswhich facilitate performance, professionalism and innovationbystaffthroughout the Institute;
    • Coordinate the Institute’s Management Information Systems and security;
    • Coordinate the development of technological infrastructure in line withtheInstitute’s service provision demands and goals;
    • Provide technical, strategic and policy advice on ICT mattersandimplementation of various ICT work processes, procedures andotheradministrative related matters;
    • Oversee management and coordination of all outsourcedprofessional/contractual services;
    • Coordinate the provision of security services
    • Spearhead the development of resource mobilization strategies for theInstitute;
    • Coordinate the Monitoring and evaluation of the Institute Projectsandprograms;
    • Oversee human capital management and development to ensure that theInstitute has the right and sufficient human resource to meet its objectives;
    • Coordinate the development of the Directorate’s Services business plansinline with the overall strategic objectives and performance contracts; andxiv. Provide mentorship, coaching and training programs to the Institute’s staff;
    • Oversee performance management in the Directorate;
    • Ensure alignment of policies, strategies and programmes of the CorporateServices function to the overall organizational strategies and objectives; andxvii. Work closely with the various divisional heads to Implement strategies, policies and plans;
    • Monitor compliance with all legislative requirements relating to corporateservices;
    • Facilitate the HR and Administration Division with recruitment of staff;
    • Provide support to the development and implementation of internal control systems for the corporate services directorate;
    • Help the Institute establish a records management systemfor effectoperation;
    • Provide guidance in the preparation and submission Directorate’s reports;
    • Help promote a working culture among the corporate services staff;
    • Help identify and address opportunities and challenges withintheDirectorate;
    • Help to build alliances and partnership between staff and other managementteam; and
    • Set performance target for the directorate and appraise staff performance

    PERSONS SPECIFICATIONS

    For a candidate to be appointed to this position, they must have;

    • A Minimum of twelve (12) years relevant work experience and at least four(4) in a senior management role in the Public Service or Private Sector;
    • Master’s Degree in any of the following; Public Administration, BusinessAdministration, Human Resource Management, Public Communicationsor any other equivalent qualification from a recognized institution; andiii. Bachelor’s Degree in either Public Administration, BusinessAdministration, Human Resource Management, Public Communicationsor any other equivalent qualification from a recognized institution.
    • Leadership Course lasting not less than four (4) weeks froma recognizedinstitution.
    • Registered with the respective professional body and in good standing.
    • Shown Merit and ability as reflected in work performance and resultsvii. Proficiency in computer applications.
    • Ability to work with and supervise multigenerational staff; and
    • Fulfil the requirements of Chapter S ix of the Constitution.

    Chief Executive Officer

    JOB SPECIFICATIONS

    • Shall be the Accounting Officer of the Institute;
    • Keep all documents and records of all assets of the Institute;
    • Prepare all documents due for gazettement as directed by the Council;
    • Keep the seal of the Council in such custody as the Council may direct;
    • In consultation with the Council, be responsible for the direction of the affairs and transactions of the Institute, the exercise, discharge and performance of its objectives, functions and duties;
    • Ensure the maintenance of efficiency and discipline by all staff of the Institute;
    • Manage the budget of the Institute to ensure that its funds are properly expended and accounted for;
    • Implement the Council’s decisions and resolutions;
    • Exercise leadership and managerial oversight of the Institute’s core mandate and functions;
    • Provide general oversight of all KISM activities, manage the day-to-day operations, and smooth functioning and efficiency within the Institute;
    • Provide leadership in the development of the Institute’s programs providing quality assurance and organizational stability through development and implementation of standards and controls, systems and procedures, regular evaluation, and an effective performance management system;
    • Develop and oversee efficient and effective strategies for recruitment, selection, retention, and evaluation of staff;
    • Maintain effective collaboration and partnerships with organs of Government and Government agencies, County Governments, international organizations, privatesector, non-governmental organization and other Stakeholders;
    • Promote values and principles as spelt out in Articles 10 and 232 of the Constitution of Kenya in the operations of the Institute;
    • Lead, oversee, and ensure the implementation of applicable supplies practitioners standards in Kenya;
    • Facilitate effective communication between the organization and the stakeholders;
    • Develop and implement an effective performance management system for staff of the Institute;
    • Guide and spearhead research on best practices with regard to supply chain in Kenya; and
    • Exercise and perform any other functions which the Council may determine from time to time.

    PERSON SPECIFICATIONS

    • Bachelors degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce, Business Administration, Commerce, Human Resource, Administration, Finance, Law, Social Sciences or an equivalent qualification from a recognized institution.
    • Masters Degree in any of the following disciplines: - Supply Chain Management, Logistics and Supply Chain Management, Procurement, Business Administration, Commerce, Human Resource, Administration, Finance, Law, Social Sciences or any other relevant qualification from a recognized institution.
    • Professional qualification and Membership to a professional body where applicable.
    • At least Fifteen (15) years’ work experience five (5) years of which should been at a management level.
    • Leadership course from a recognized institution.
    • Proficiency in computer applications.
    • Fulfilling the requirements of Chapter Six of the Constitution

    Deputy Director, Marketing & Communication

    Job Summary:

    The Deputy Director, Marketing and Communication will be responsible for managing the Institute’s strategic communications with a view to enhancing its visibility, and develop, review and implement a communication strategy to support the Institute’s objectives.

    KEY DUTIES AND RESPONSIBILITIES

    Duties and responsibilities at this level will entail: -

    • Spearheading development, implementation and review of policies, procedures, frameworks, strategies, plans, legislations, standards and regulations on corporate communications;
    • Managing the corporate image of the Institute;
    • Overseeing implementation of branding, awareness and social responsibility activities to enhance visibility of the Institute;
    • Approving content of events and information for uploading in the Institute’s website;
    • Managing and monitoring media coverage and submitting media reports;
    • Coordinating public functions and corporate events of the Institute;
    • Approving Information, Education, Communication (IEC) including merchandise and promotional materials for publication; and submitting reports, speeches, publications, website, contents, newsletters, outreach materials and audio/video production.

    PERSONS SPECIFICATIONS

    For appointment to this grade, an officer must have: -

    • Minimum of ten (10) years relevant work experience, four (4) of which should be at management level in a comparable organization;
    • Bachelor’s degree in any of the following disciplines: - Journalism, Mass Communication, Public Relations, International Relations, Arts, or equivalent qualification from a recognized institution;
    • Master’s degree in any of the following disciplines: - Communication Studies, International Relations, Public Relations, Journalism and Mass Communication or equivalent qualification from a recognized institution;
    • Professional qualification and membership to a relevant professional body where applicable and in good standing;
    • Management course lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications;
    • Demonstrated managerial, administrative and professional competence as reflected in work performance and results.
    • In addition to the professional qualifications, successful candidate will be required to meet the expectations of Chapter 6 on Leadership and Integrity

    Deputy Director, Strategy, Planning and Research

    Job Summary:

    The Deputy Director, Strategy, Planning & Research will be responsible for developing, implementing and reviewing policies and strategies for planning; performance management; monitoring & evaluation and providing leadership on implementation of the Institute’s Strategic Plan.

    KEY DUTIES AND RESPONSIBILITIES

    • Spearheading policy development and review in the Institute;
    • Interpreting and providing advice on planning and policy issues;
    • Overseeing the development, implementation, monitoring, evaluation and reporting on the Institute’s strategic plan and corporate projects;
    • Ensuring the development, implementation and evaluation of the Institute’s performance contract;
    • Ensuring that annual performance and statistical reports are generated;
    • Overseeing project prioritization process for MTEF in accordance to budget calendar;
    • Overseeing development and implementation of enterprise risk management strategies;
    • Overseeing corporate research and analysis of economic data to inform policy issues;
    • Ensuring the preparation of Institute’s Public Expenditure Review (PER) and Mid-Term Expenditure Framework (MTEF) budget;
    • Overseeing the carrying out of feasibility studies on all service delivery projects;
    • Overseeing the preparation of development plans;
    • Facilitating research and dissemination of findings on key issues related to the Institute’s mandate; xiii. Aligning corporate strategy with the sectoral and national goals;
    • Spearheading the development and implementation of the division’s strategic plans, budgets, performance contracts and staff performance appraisal;
    • Ensuring compliance with principles of good governance, transparency, accountability, ethics and integrity; and
    • Managing and developing staff in the division.

    PERSON SPECIFICATIONS
    For appointment to this grade, an officer must have: -

    • Minimum of ten (10) years relevant work experience, four (4) of which should be at management level in a comparable organization;
    • Bachelor’s degree in any of the following fields: - Economics, Statistics, Mathematics, Philosophy of Economics, Business Administration or equivalent qualification from a recognized institution;
    • Master’s degree in any of the following fields: - Economics, Statistics, Mathematics, Philosophy of Economics, Business Administration or equivalent qualification from a recognized institution;
    • Professional qualification and membership to a relevant professional body,where applicable and in good standing;

    • Providing secretariat services to Registration Committee;
    • Monitoring, evaluating and reporting on the efficiency of the registration process;
    • Develop and oversee implementation of Departmental work plan;
    • Ensure registration certificates and licenses are issued in an effective manner;
    • Responsible for the gazettement of Supplies Practitioners;
    • Development and review of the code of conduct and ethics for Supplies Practitioners; and
    • Development of Departmental Budget.

    PERSONS SPECIFICATIONS

    For a candidate to be appointed to this position, they must have;

    • Bachelor’s degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management Option) Business Administration (Supplies Management option), Administration, Finance, Human Resource, Law or Social sciences or an equivalent qualification from a recognized institution.
    • Master’s degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management Option) Business Administration (Supplies Management option), Administration, Finance, Human Resource, Law or Social sciences or an equivalent qualification from a recognized institution.
    • Attended a management course lasting not less than four (4) weeks from a recognized institution.
    • At least eight (8) years relevant working experience, three (3) years of which must have been in a supervisory role.
    • Registered by a relevant professional body/ society where applicable.
    • Proficiency in computer applications.
    • Meet the requirements of Chapter 6 of the Constitution of Kenya
