    Community-Based Protection Officer - Turkana

    Duties

    • Assist in the development, implementation and monitoring of a community-based protection strategy reflecting the organization's global, regional and country level protection priorities, and ensuring systematic application of participatory, rights, community-based, and gender responsive approaches in protection and solutions planning, programming and strategies. 
    • Support compliance with UNHCR Age, Gender and Diversity Policy, including ensuring AGD inclusive programming, advocating for gender equality and strengthening accountability to affected populations (AAP).
    • Assist with the implementation and integration of community-based corporate policies in multi-year and multi-partner protection and solutions strategies and operations plans.  
    • Support the systematic application of participatory, community, rights based, and gender responsive protection approaches throughout the phases of the operations management cycle and across the work of the organisation and implement community-based GBV prevention and response as well as community-based child protection programmes. 
    • Contribute to the appropriate adaptations of programmes as a result of the analysis of feedback received from persons of concern, as well as other political, social, economic and cultural developments that impact the protection environment.
    • Participate in country level planning exercises and advocates for the mobilization and (re)allocation of funds to the implementation of community-based and gender responsive approaches across programmes and sectors in line with regional and country community-based protection strategies. 
    • Support the establishment and management of a feedback and response system (including on PSEA) and participate in the analysis of feedback gathered through formal and informal feedback and response systems. 
    • Support capacity development through training and coaching of staff in the domain of AGD, Accountability to Affected People (AAP), CBP, Gender Equality, Youth, Disability and inclusion of other Diversity elements, and mainstreaming of the CBP approach in other sectors.  
    • Provide technical guidance and support to ensure data relevant to assess and monitor progress on the implementation and impact of community-based and age, gender and diversity approaches is collected and AGD-sensitive analysis of community risks and capacities is undertaken.  
    • Support the consolidation of reporting on community-based protection and contributes to reporting on the protection of different AGD groups, including identification of trends and collection and dissemination of good practices. 
    • Contribute to the development of partnerships with a variety of stakeholders including government institutions, UN, civil society actors, and the private sector inclusive of youth, disability, LGBTI, women rights stakeholders and other diverse groups; for the purpose of advocating for community-based approaches for the protection of displaced persons, including implementation of Outreach and communication with diverse groups. 
    • For functions at a regional level, support harmonization of CBP strategies in the region and their alignment with global policies, identifies and disseminates good practices, supports exchange of expertise in the region and provides a regional level analysis of trends as well as aggregated reporting on implementation of Community-based and AGD approaches.

    Resettlement and Complementary Pathways Officer - Garissa

    The incumbent's primary role is to support resettlement and complementary pathways activities in his/her Area of Responsibility (AOR) through identification of needs, submission of cases, monitoring and enforcing procedural compliance, integrity and quality of case submissions, and ensure progress against targets. He/she contributes to comprehensive protection and solutions strategies and needs to make resettlement both strategic as well as responsive to the needs of people of concern to UNHCR The role may also involve managerial responsibilities in supervising staff and affiliate workforce.

    Duties

    • Identify, interview, assess resettlement and complementary pathways needs, and process cases identified for resettlement and complementary pathways following established procedures; provide counselling to individuals. 
    • Monitor activities for resettlement and complementary pathways, as applicable, to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders. 
    • Review and provide timely feedback and guidance on resettlement submissions prepared in the country office/ by country offices to harmonize quality and consistency of resettlement delivery.

    Executive Assistant P3

    The Executive Assistant works closely with the senior management support team, and may supervise staff in the team. He/she also assumes a coordination role within the structure.

    Duties
    Monitor, screen, respond to and distribute incoming communications to the supervisor to identify priority matters that need to be addressed by the supervisor and propose actions; analyse supporting documentation and summarize most relevant points for the supervisor; ensure that appropriate action is taken by responsible senior managers on matters brought to the attention of the supervisor.
    Contribute to the management and maintenance of the supervisor's schedules, appointments, correspondence and missions with support of the Principal Secretary if relevant.     Ensure that the supervisor is prepared for meetings and missions by drafting talking points, researching relevant information, and establishing internal and external contacts on the subject matters to be discussed.

    Head of Unit (Investigation)

    The Head of Unit (Investigation), Nairobi, Kenya is responsible for the overall management of the Unit, under the supervision of the Head of Service (Investigation), Geneva.  The incumbent of this post will also carry out investigations as assigned to him/her, and will report to the latter on all matters.  

    The incumbent will also liaise with the staff of the operations in the region in the implementation of his/her functions.   

    FUNCTIONAL STATEMENT

    Accountability 

    • Cases of suspected misconduct involving UNHCR personnel, partners and other parties with whom UNHCR has a contractual arrangement (including affiliate workforce, such as an individual contractor, consultant, UN volunteer and intern, as well as personnel seconded or on loan with UNHCR from a government service or an international organization) are assessed and investigated in a timely manner.
    • Effective management of the Unit, Investigations in Nairobi, including maintaining a harmonious work environment is ensured.
    • Head of the Head of the Investigation Service is provided with regular status reports on the functioning of the Unit.
    • The resources made available to the Unit are managed and utilized effectively.
    • Implementation of systems, administrative and operational procedures as well as working arrangements are established for the efficient and timely processing and completion of investigations in the region.

    Responsibility 

    • Assess allegations of misconduct with a view to determining the most effective investigative approach cognizant of risks to staff and operations, and develop investigation plans and methodologies to gather evidence and establish facts. Enter data into I-Sight database as required.
    • Conduct investigations into allegations of misconduct as assigned in accordance with the Investigation guidelines and UN/UNHCR policies, undertaking field missions when required.  This may involve gathering evidence from available sources including electronic and e-mail records, interviewing witnesses and subjects as well as interaction at all levels with external actors.
    • In coordination and compliance with due process requirements, conduct investigations with sensitivity ensuring confidentiality and accuracy of evidence gathered and impartiality of conclusions reached.
    • Gather and analyse physical evidence, including forensic evidence and establish facts.
    • Prepare reports based on the available evidence and the investigation findings such as Investigation Reports in cases of misconduct; Closure Reports where no misconduct has been established; and Management Implication reports on systemic issues identified during the investigation.
    • Liaise with different units within UNHCR; e.g. DHR, Ethics Office, Staff Welfare, DIST, FSS etc., in relation to the intake assessment function.
    • Provide advice and guidance to staff members on how to report misconduct and, as may be required, how to assist in conducting preliminary assessments/ investigations.
    • Review audit, evaluation and inspection reports and other sources of information as may be required to understand the operational context and the potential investigation environment.
    • Act as focal point for specific areas of expertise / typology of investigation as may be delegated by Head of Service (Investigation).
    • Provide advice and guidance to the team in Nairobi on all investigation issues.
    • Manage and oversee the effective utilization of the resources made available to the Unit.
    • Establish and oversee the implementation of systems, administrative and operational procedures and working arrangements for the efficient and timely processing and completion of investigations in the region in line with established procedures within the Investigation Service.
    • Assist the Head of the Investigation Service in the overall management of oversight assignments in the region, making sure that they are carried out in support of the Organization¿s enterprise risk management.
    • Ensure that effective follow-up of recommendations takes place, through established systems and procedures for compliance monitoring and reporting, and dealing with cases of non-compliance.
    • Assess the training needs of Investigation staff based in Nairobi and make, as appropriate, proposals to the Head of Service.
    • Mentor, advise and manage Investigation personnel based in Nairobi through regular performance appraisals and coaching.
    • Play an active role in ensuring that appropriate security measures and evacuation plans are in place to protect Investigation staff based in Nairobi; and that security guidelines and procedures as outlined by the Designated Official and UNDSS are complied with.
    • Liaise with the Regional Service Center in Nairobi and other regional entities in the region, as well as with field offices, as required for the proper conduct of investigations and other oversight exercises.
    • Perform any other tasks in the interest of UNHCR as requested by the Head of the Investigation Service or the Inspector General (e.g. participate in inquires, ad hoc inspections or investigations).

    Authority 

    • Decide on interviews and other investigative steps to be conducted during the course of investigations.
    • Decide on the appropriate, forensically and legally sound use of investigation tools, techniques and methods to be applied during the course of investigations.
    • Have access to any UNHCR document, site and property related to ongoing investigations.
    • Decide to refer cases where the allegations are founded, to the Head of the Investigation Service.
    • Approve administrative and operational procedures, SOPs and other working arrangements that will facilitate and improve the work of the IGO Unit.
    • Represent the Investigation Service in relevant fora in the region, as requested by the Head of the Investigation Service.

    ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

    • Graduate degree (equivalent of a Master's) in Law, Criminology, Public Administration, or related subject bearing on the conduct of investigations in administrative law contexts plus minimum 11 years of progressively responsible experience in the field of investigations,   including proven experience in the field of Sexual Exploitation and Abuse, Sexual Harassment and forensic audit and/or fraud examination.  Of these 11 years, at least 8 years in an international environment and 5 years within the UN/UNHCR. Undergraduate degree (equivalent of a BA/BS) plus 12 years or Doctorate degree (equivalent of a PhD) plus 10 years of previous relevant work experience may also be accepted. 
    • Formal professional qualification in investigation work
    • Solid knowledge of the UN internal justice system. Proven experience in the conduct of administrative investigations in an international setting.
    • Good knowledge in using modern forensic tools.  Good working knowledge of UNHCR¿s structure, organization and modus operandi, in particular as these relate to operations and human resource management.  Proven ability to work under pressure, produce rapid results and exercise tact, discretion and sensitivity in communications and interaction with staff at all levels and from all cultural backgrounds.
    • Demonstrated mastery of management practices, standards and processes. 
    • Proven ability in analytical and creative thinking and in devising rapid solutions to problems of management and policy development. 
    • Strong communication and interpersonal skills and the ability to deal with staff and other interlocutors of different cultural and educational backgrounds.

    Human Resources Officer

    The Human Resources Officer is usually supervised by Head of Office, or Senior HR Officer in a Country Operation, or the most senior HR staff in a Regional Bureau. She/he supervises HR Professional and General Service staff.

    The incumbent maintains a direct working relationship with a number of functions across the Division of Human Resources (DHR). For positions in Bureaux or Country Operations, the incumbent also works closely with the Senior HR Partner, the Senior Medical Officer and Senior Staff counsellor for his/her region.
    He/she also maintains contact and close cooperation with other UN agencies in the region or country and represent UNHCR in the working groups/task forces within country/regional UN inter-agency mechanisms.  

    All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks.     Duties

    Strategic workforce advice and operational support:

    • Engage with management to understand priorities, and provide advice and solutions on all aspects of HR in line with delegated HR authorities.
    • Support HR initiatives that support organizational culture change such as good people management practices, and promoting gender, inclusion and diversity.
    • Plan and implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to the needs and risks.

    Assignments and Talent Acquisition:

    • Manage the process of recruitment, assignment and reassignment of locally-recruited staff and affiliate workforce, ensuring compliance with UNHCR rules and procedures, and providing advice to managers where required.
    • Set up and run (Regional) Assignments Committee. 
    • Conduct outreach campaigns to attract diverse applicants. Ensure proper consideration is given to all applicants without discrimination.

    HR policies and inter-agency:

    • Enforce compliance with UNHCR¿s Human Resources policies and procedures and the UN staff rules, regulations and UNHCR administrative instructions.
    • Participate in a network among HR staff members in the region in order to harmonize implementation of HR policies and initiatives, collect field insights to inform the development of DHR policies and activities; identify and share HR best practices, also through contacts with other UN agencies.

    Duty of Care:

    • Contribute to establishing and maintaining a medical evacuation plan with senior management, Field safety and the Senior Medical Officer. 
    • Support the development and implementation of a Duty of Care strategy. Identify and assess issues related to duty of care including physical, mental health and safety of UNHCR¿s workforce. Promote work/life balance and flexible working arrangements with managers and staff.

    Senior Registration and Identity Management Officer

    The SRIMO coordinates closely with registration operations, Bureau and advises on identity management of POCs, and will support, monitor and advise on registration or enrolment-related activities, whether conducted by UNHCR, partners or Governments. S/he is responsible for ensuring that registration/enrolment activities in the region/ country follow global registration and identity management practices, policies, standards and guidance and will also advocate for the strengthening of human resource capacity building in the areas of registration, identity management and digital identity. The position supports the operationalization of identity management and digital identity strategies such as the inclusion of refugees and asylum-seekers into host States¿ population registers and digital identity systems and the registration of birth, marriages, deaths and other vital events of forcibly displaced persons in the host Government¿s civil registries. The incumbent will also ensure that identity management systems and practices are actively leveraged to support all UNHCR activities, including identification of specific needs, targeting and delivery of assistance, support to protection intervention, fraud mitigation and response, data protection, case management and conduct of durable solution processes.

    The incumbent will also support digital identity activities (including contributing to standard setting, pilots, projects or programmes) with the aim of increasing the trust in the identity credentials of POCs to increase access to humanitarian assistance, protection, solutions and public and private sector services (including connectivity and financial services) whilst ensuring the appropriate protection of their privacy and personal data. The SRIMO must also ensure there is reliable data and analysis relating to POCs¿ registration, identity management and digital identification at global, regional and country levels (as appropriate) including for strategy development and monitoring and evaluation. 

    The SRIMO is a key custodian of UNHCR¿s refugee registration, identity management and assistance delivery systems, which include global, regional and country applications (as relevant and applicable), biometrics systems and offline solutions. S/he supports field operations with alignment of registration and case management standard operating procedures to global refugee registration systems applications, guidance and digital identity technical standards. As delegated, the SRIMO may assist with strategy development and implementation, negotiation and discussions related to granting access to or sharing of personal data with partners and external systems. The SRIMO liaises with relevant technical counterparts on technical troubleshooting and management in refugee registration and case management systems in close coordination and collaboration with the relevant entities at country, regional and global levels. 

    The SRIMO promotes the implementation and interoperability between UNHCR¿s digital registration and identification systems and third parties¿ digital identification systems, including those of governments, partner humanitarian organisations and privates sector systems, as appropriate. 

    The incumbent coordinates closely with registration operations in the Field as well as other SRIMO in Bureaux and the Global Data Service to promote regional and global consistency in practices relating to registration, identity management and digital identification. The SDIRO also works closely with Government, key UN and international organizations, NGOs and partners to establish the parameters for UNHCR¿s support in registration, identity management and digital identity activities. 

    Duties

    • Oversee the design, implementation and monitoring of registration/enrolment, identity management and digital identity strategy/ies for populations of concern in compliance with global and regional protection and inclusion objectives and priorities, ensuring that global standards are met, and appropriate methodologies, tools and technologies are implemented. 
    • Advise and provide technical support to staff on planned registration, identity management and digital identity activities. 
    • Respond to field requests for technical support and capacity building in emergency and ongoing displacement situations, including development of registration, identity management and digital identity strategies, logistical planning, budgeting and resource management.
    • Promote the prioritisation of registration, identity management and digital identity in operations across the region/ country during the Annual Programme Review and emergency response.
    • Develop and disseminate specific operational guidance, instructions and capacity-development initiatives, in accordance with policy and guidance disseminated by the Global Data Service in headquarters. 
    • Design appropriate procedures and systems for assurance of quality registration data and conduct regular data quality and audit checks to monitor the accuracy of data collected, as well as developing processes systems for identification and prevention of registration and identity fraud.
    • Provide support for maintenance of global refugee systems, including technical capacity-development and support to internal and external users, partner access management and adjudication considerations as may be required. 
    • Support the country team to establish and strengthen internal digital identity, registration and identity management capacity and/or that of government counterparts to manage registration, identity management and digital identity programmes and maintain population data. 
    • Advocate with and support government authorities to establish and strengthen fair and efficient registration and digital identification procedures and systems and that POCs¿ identity documents or credentials are recognised for the purposes of accessing humanitarian, public and private sector services 
    • Establish linkages with key partners to implement appropriate case and data management approaches for efficient, accountable and standardized targeting and delivery of assistance and other programming and protection needs.
    • Support the negotiation and operationalization with government and UN partners related to interoperability of external digital identification systems with UNHCR digital refugee registration and identity management systems. 
    • In close coordination and collaboration with relevant entities at the country, regional and headquarters levels liaise and actively engage with government, humanitarian and development actors, and the private sector to promote the inclusion of refugees and asylum-seekers into host States¿ population registers and digital identity systems and the registration of birth, marriages, deaths and other vital events of forcibly displaced persons in the host Government¿s civil registry. This can include promoting the inclusion of POCs in national development programs related to strengthening Civil Registration and Vital Statistics systems, national population register or digital identification systems. 
    • Support the collection of reliable data and the availability of effective analysis relating to POCs¿ registration, identity management and digital identification at global, regional and country levels (as appropriate) including for the purposes of strategy development and monitoring and evaluation.

    Risk Management and Compliance Officer - Kakuma

    Reporting to the Senior Risk Management and Compliance Advisor, the incumbent will support operational managers in effective risk management and compliance thereby improving risk culture and integrity in the organization.  

    The incumbent shall assist in reviewing the adequacy of risk management and compliance systems, structures, procedures and capacities across the Operation, and support development and delivery of measures as appropriate for their strengthening. The incumbent will be part of a network Risk Management 2.0 practitioners and will support corporate Enterprise Risk Management (ERM) capacity to ensure coherence of approach, identify and address systemic root causes requiring a corporate-level response, and the sharing of best-practice.     Regional Controller

    Under the direct supervision of the Director of the Bureau/Division, or delegated staff member, and with the functional oversight of UNHCR's Controller, the Regional Controller is responsible and accountable for guiding, monitoring, advising on, and supporting the comprehensive financial and administrative management of the offices in the region. The incumbent typically represents the Bureau/Division in all management discussions regarding financial resources. As per delegation from the Director of the Bureau/Division, the Regional Controller, as part of the Bureau's multi-functional team, analyses, advises and makes recommendations, or decisions - based on delegation - on content, prioritization, and presentation of programme, administrative, and staff budgets and on the financial and administrative operation; in full compliance with UN/UNHCR rules and regulations and in consideration of funding or donors¿ requirements.     Senior Legal Officer

    The Senior Legal Officer (SLO) position is located either at Headquarters (within the Division of International Protection) or in a Regional Bureau or in a Country Office and reports to the Deputy Director or Head of Protection Service or Representative or Deputy Representative, as appropriate.     Senior Programme Monitoring Officer

    The Senior Programme Monitoring Officer may work in a field operation or as part of a Regional Bureau or in a division. The incumbent typically reports to the Assistant or Deputy Representative or the Representative or the Senior Programme Coordinator of the Bureau or other senior staff.     • Law; International Law; Political Science; International Humanitarian Law; International Refugee Law; International Relations; or other relevant field.

    Certificates and/or Licenses

    Relevant Job Experience

    Essential

    • Minimum 8 years of previous work experience in progressively responsible functions in an organisation or institution with a protection mandate, preferably within the UN. Thorough knowledge of International refugee law and its application; ability to analyse and advocate for the application of relevant international and regional legal instruments for the benefits of the persons under UNHCR's mandate.

    Desirable

    • Solid UNHCR experience from both the Field (including Hardship Duty stations) and Headquarters/Regional entities. Proven track record in emergency preparedness, response and management. Proficiency in local language(s) in the given region. Knowledge of additional UN languages.
